The people's governments at or above the county level shall commend and reward the units and individuals that have made remarkable achievements in developing vocational education. Fifth education administrative departments at or above the county level shall be responsible for the overall planning, comprehensive coordination and macro management of vocational education within their respective administrative areas.
The administrative department of education, the administrative department of labor security and other relevant departments shall be responsible for the relevant work of vocational education within the scope of duties prescribed by the people's government at the corresponding level. The people's governments at or above the county level shall make use of the existing educational resources, organize higher vocational school education and higher vocational training through reorganization, merger and reform, and cultivate high-level practical, technical and management talents; Establish vocational schools and vocational training institutions with backbone and demonstration functions to promote the development of vocational education in industries, enterprises and rural areas. Article 8 People's governments at all levels shall take measures to support the development of various forms of private vocational education, encourage Sino-foreign cooperation in running schools, and ensure the quality of running schools.
People's governments at all levels shall guide and coordinate vocational schools, vocational training institutions and enterprises and institutions to jointly run schools, establish a stable off-campus practice base, give full play to the talents, technology, equipment and management advantages of enterprises and institutions, and improve the practical skills of educatees. Article 9 The establishment of vocational schools and vocational training institutions shall meet the statutory conditions for running schools.
The establishment, alteration and termination of vocational schools and vocational training institutions shall be implemented in accordance with the provisions of the state and the province. Tenth vocational schools and vocational training institutions should set up specialties according to the needs of economic and social development to ensure the quality of education.
Vocational schools and vocational training institutions should adhere to the reform of education and teaching, carry out education and teaching research, attach importance to practical teaching and vocational skills training, and use advanced teaching models and teaching methods to enhance the adaptability, practicality and flexibility of vocational education. Eleventh vocational schools and vocational training institutions shall organize students to participate in vocational qualification examination and appraisal, and those who pass the appraisal by vocational skill appraisal institutions shall be issued with vocational qualification certificates. Twelfth vocational skill appraisal institutions shall not train graduates of vocational schools and vocational training institutions. The talent market, labor market management institutions and graduate employment service centers shall regularly provide information on talent demand and services to vocational schools and vocational training institutions, and actively recommend the employment of graduates from vocational schools and vocational training institutions.
Vocational schools and vocational training institutions should attach importance to students' employment education and entrepreneurship education, encourage and support students to update their concept of choosing jobs, and find jobs or start businesses through multiple channels and forms. Article 16 When recruiting personnel through the talent market and the labor market, the employing unit shall give priority to the employment of vocational school graduates with corresponding or similar majors.
