Since the "Opinions of the Ministry of Education and Other Departments 13 on Standardizing Off-campus Training for Primary and Secondary School Students" was issued from June 20438 to February 2022 (Teaching Supervision [2022] No.4, hereinafter referred to as "Opinions"), all localities have acted quickly and actively guided non-disciplinary training institutions to carry out benchmarking rectification. In view of the problems reflected by the people and some non-discipline training institutions, such as unclear management responsibilities, poor license handling, and irregular training behavior, combined with the actual situation of standardizing non-discipline training in various places, the Ministry of Education made arrangements by issuing special notices, holding dispatching meetings, and focusing on interviews, which popularized the advanced experience of Hunan Province and Nantong City, Jiangsu Province.
In defining management responsibilities, all localities are required to refine the detailed list of training categories such as literature and art, science and technology, and sports. , and released to the public to let the public and training institutions know. The detailed list should be dynamically adjusted in time according to the new training type. Local education administrative departments should play a good role in overall coordination and bottom-up protection, and avoid blind spots in supervision.
In terms of optimizing licensing, all localities are required to innovate working methods, break through policy barriers, clarify the materials, processing procedures and time limit for non-discipline training institutions to apply for administrative licenses, effectively improve the efficiency of examination and approval and service quality, and facilitate compliance institutions to apply for licenses. For institutions engaged in a variety of non-disciplinary businesses, the competent authorities should strengthen overall leadership, and relevant departments should cooperate with each other and implement joint examination and approval. In areas where the reform of relatively centralized administrative licensing rights is implemented, it is necessary to strengthen the convergence of examination and management between departments to prevent regulatory blind spots or regulatory conflicts.
In terms of overall standardized management, all localities are required to bring all non-disciplinary training institutions into the national comprehensive platform for off-campus education and training supervision and service, and promote the whole process supervision of course selection, course purchase, course withdrawal and fee refund on the platform, resolutely prevent outstanding problems such as irregular training behavior and pre-charging "cardiopulmonary bypass" to safeguard the legitimate rights and interests of parents.
In the next step, the Ministry of Education will guide all localities to further improve policies and measures, strengthen publicity and interpretation, refine the division of responsibilities, improve service levels, speed up the investigation and rectification of non-discipline training institutions, maintain a fair and orderly market environment, meet the diverse needs of students and parents, and make non-discipline training a useful supplement to school education.
