The Ministry of Education's documents on the abolition of private schools are as follows

Following the policy of double reduction, the Ministry of Education issued a heavy document: Notice of the Ministry of Education and other eight departments on regulating public schools to hold or participate in the holding of private compulsory education schools.

Private schools and public schools, as well as compulsory education schools run in cooperation with local governments and relevant institutions, should be run as public schools; New "public participation" schools will no longer be approved, and public schools will not be allowed to hold private compulsory education in disguise, such as changing organizers, running schools in groups, exporting brands, etc.

The "Notice" defines the scope of prestigious schools (public participation) and private schools. The main requirements in the Notice are as follows:

1. Private compulsory education schools run by public schools in cooperation with other social organizations and individuals can continue to run private schools if they meet the conditions of "six independences" (namely, independent legal persons, campus buildings and equipment, full-time teachers, accountants, enrollment, and diploma issuance);

2 do not meet the requirements of the "six independence", the local government should make rectification within a time limit; If the rectification is not in place, it may be turned into a public school or terminated as appropriate;

3. Compulsory education schools that support the construction of new residential quarters should be built as public schools. Whether it is a "public school" supported by a residential area, it can be turned into a public school if conditions permit, or it can continue to run schools by providing degrees by undertaking government purchase services;

4. Local governments and public schools shall not send new staff to private compulsory education schools. Those who have been dispatched will be guided out in an orderly manner in stages. According to the actual situation, all localities can set a transition period, classify management and make steady progress;

5. All localities should complete the special investigation before the end of August 20021year; It is necessary to adjust measures to local conditions, prudently push forward the one-province-one-plan, and strive to straighten out the system and mechanism in about two years to achieve a smooth transition.

The Ministry of Education has issued a notice that "public participation" private schools have come to an end and will be completely abolished within two years. Recently, the Ministry of Education has put forward a clear rectification notice for private schools with public participation. The main idea is that all private schools attached to public schools are not allowed to exist, and their property rights and responsibilities will be clarified at the end of August, and the revocation measures will be gradually implemented and completed within two years.

There are three ways to cancel public-funded private schools, namely, voluntary transfer to public schools, government buyout and direct withdrawal. As for the choice of "surrender", it depends on the specific situation of the school.

However, this time, the "rectification" countries did not eliminate all "public schools". Private schools that meet the six independent requirements can continue to run schools.

The so-called "six independences" refers to six standards, including independent running schools, independent finance, independent enrollment, independent recruitment of teachers, independent administration and independent teaching and research, which are the key and standards to determine whether private schools can continue to exist.

For schools that do not meet this standard at present, they can continue to run schools legally if they meet the requirements after rectification within the specified time; If it still fails to meet the requirements after rectification, it will be turned into a public school or terminated.
