Standards for running kindergartens in Hunan Province
Chapter I General Principles
Article 1 In order to strengthen the construction and management of kindergartens, improve the quality of kindergarten education and promote the sustained and healthy development of preschool education, this standard is formulated in accordance with relevant national laws, regulations and policies.
Article 2 This standard is the basic basis for the current and future kindergarten construction, renovation, inspection and evaluation.
Article 3 The implementation of this standard follows the principle of graded responsibility. The provincial education administrative department is responsible for the overall coordination, supervision and guidance of the implementation of this standard; Municipalities, prefectures, counties and urban areas shall formulate and organize the implementation plan of kindergarten construction in the region according to this standard.
Chapter II Gardens and Facilities
Article 4 Kindergartens should be set in a sunny and safe area, and the surrounding air, water source, noise and other environmental conditions meet the requirements of environmental protection.
Article 5 The construction of kindergarten buildings shall conform to the design code of kindergarten buildings and the standard of building area quota of kindergartens. The park is safe and beautiful, the overall layout is reasonable and transparent, the functional areas are divided, the management is convenient, and it meets the requirements of protection and education.
Article 6 Each kindergarten class should have an activity room, a bedroom and a bathroom, the areas of which are not less than 50, 50 and 15 square meters respectively. If the activity room and bedroom are shared, the area shall not be less than 80 square meters. Bedrooms have bedding suitable for children and meet the hygiene and safety requirements. In principle, each person has a bed. The toilet facilities are perfect.
Seventh kindergartens should have living service rooms that meet the requirements of use. Boarding kindergartens should also have bathrooms and laundry rooms.
Article 8 Kindergartens should have outdoor activity venues suitable for the scale, with an area of not less than 2 square meters per student and a green area of not less than 0.5 square meters per student (the vertical green area is calculated by 1/2). And create conditions to open up sandy land, animal feeding horns and plantations.
Article 9 Kindergartens shall have living facilities and teaching equipment suitable for young children and meeting the requirements of health and safety, including toilet utensils, tables and chairs, toy racks and necessary musical instruments and audio-visual equipment.
Tenth kindergarten teaching toys should be basically equipped in accordance with the standards of "Kindergarten Teaching AIDS and Equipment Catalogue". Outdoor large toys can ensure that at least two classes can be used at the same time. There are a certain number of homemade toys. The utilization rate of teaching toys is very high.
Eleventh kindergartens should be equipped with all kinds of books on the theory and practice of teaching security, which should be supplemented regularly. There are supporting teachers' books, teaching pictures, audio tapes, children's operation materials and children's books.
Chapter III Teachers and Workers
Twelfth kindergartens should be staffed in accordance with the establishment standards promulgated by the state. Full-time kindergartens strive for 2 classes 1 insurance, and boarding kindergartens strive for 2 classes of 2.5 insurance.
Thirteenth kindergarten staff should love preschool education, love children, have good professional ethics, good health, competent and loyal to their duties.
Article 14 A kindergarten director shall meet the post requirements, responsibilities and post requirements, have graduated from pre-secondary education or secondary normal education, have more than three years of practical work experience, and have strong business and management skills.
Fifteenth kindergarten teachers should have graduated from pre-secondary education or secondary normal education, and obtain the qualification certificate of kindergarten teachers.
Sixteenth kindergarten nurses, health workers, canteen staff, accountants, etc. Should have relevant job qualifications.
Chapter IV Enrollment and Management Mode
Seventeenth kindergartens are divided into full-time and boarding schools, which can be set up separately or mixed.
Eighteenth kindergartens should be in principle in the size of more than three classes and less than twelve classes.
Nineteenth kindergartens should recruit preschool children who have passed the medical examination.
Article 20 Kindergartens shall be divided into small classes, middle classes, large classes or mixed classes according to age, and mixed classes shall be grouped according to age.
Article 21 Class size: 20-28 in small class, 25-33 in middle class and 30-38 in large class.
Chapter V Expenses for Running a Garden
Twenty-second kindergarten funds raised by the organizers. Organizers should provide legal and stable sources of funds for kindergarten care and education, teachers' salaries and benefits, maintenance, expansion, equipment and facilities purchase, etc. To ensure the normal operation of kindergartens.
The salaries and welfare benefits of teaching staff shall not be lower than the minimum standards issued by the local labor and social security departments, and shall be paid on time.
Twenty-third kindergartens should be charged according to the fees and standards approved by the local price department. The fees collected must be earmarked. Do not charge extra fees on the grounds of cultivating children's specialties; Children's performances should not be used as a means to carry out profit-making activities.
Twenty-fourth kindergartens must establish a standardized financial management system, and strictly implement it to ensure that revenue and expenditure are separated and accounts are clear. The budget and final accounts shall be submitted to the Garden Committee or the faculty meeting for deliberation, and shall be subject to the supervision and inspection of relevant departments.
Twenty-fifth children's meals (snacks) fees should be set up special accounts, independent accounting, according to the cost of collection, balance of payments, it is strictly forbidden to deduct children's meals, and regularly open accounts to parents.
Chapter VI Management of Garden Affairs
Twenty-sixth kindergartens should fully implement the Regulations on Kindergarten Management and Regulations on Kindergarten Work, and accept the leadership and management of the local people's government and the education administrative department.
Twenty-seventh kindergartens implement the principal responsibility system, and establish a system of faculty assembly or faculty congress. Major issues are resolved democratically by the workers' congress or the workers' congress, and democratic management and supervision are strengthened.
Organizers shall provide a stable environment for the development of kindergartens, ensure the relative stability of principals and teachers, and shall not arbitrarily replace or dismiss principals and teachers.
Twenty-eighth kindergartens should make annual plans, regularly deploy, summarize and report their work.
Kindergartens should establish and improve various rules and regulations and strictly implement them.
Twenty-ninth kindergartens should establish and improve the file management system, including kindergarten management, education management, health care, logistics management and so on.
Article 30 Kindergartens shall, in accordance with the provisions of the Measures for the Safety Management of Kindergartens in Primary and Secondary Schools, establish and improve the safety management system, implement daily management requirements, formulate emergency plans to prevent major and unexpected accidents, organize teaching staff to receive safety education, enhance children's awareness and ability of self-protection, actively prevent and properly handle safety accidents, and ensure the safety of children and teaching staff.
Thirty-first kindergartens shall not use vehicles (including self-provided and rented) to pick up and drop off young children in principle. If it is really necessary to equip a school bus to pick up and drop off children, it can only be used after being approved by the competent education department and the relevant departments such as public security and transportation. At the same time, we must strictly follow the requirements of the Ministry of Public Security and the Ministry of Education's "Notice on Implementing National Standards: Revision No.2" (GB7258-2004) and other related documents, equip school buses, strictly control the qualifications of drivers, and establish a teacher-following system and a car-receiving and inspection system to ensure the safety of children.
Article 32 Kindergartens shall, in accordance with the provisions of the Health Care System for Nurseries and Kindergartens and the Measures for the Administration of Health Care for Nurseries and Kindergartens, implement the policy of combining education with nursing and conscientiously do a good job in health care.
Thirty-third kindergartens shall, in conjunction with the health care departments, do a good job in children's regular physical examination, vaccination certificate inspection, infectious disease prevention and health education.
Thirty-fourth kindergartens should do a good job in health and epidemic prevention and food hygiene and safety in accordance with relevant regulations. The canteen is strictly forbidden to contract. Kindergartens should provide sufficient drinking water that meets the hygienic standards for children, and ensure food hygiene and safety, reasonable collocation and adequate nutrition. Staff meals are strictly separated from children's meals.
Chapter VII Protection and Education
Article 35 Kindergartens should follow the spirit of the Guiding Outline of Kindergarten Education (for Trial Implementation), provide a good environment for children to grow up, respect their personality and rights, follow the law of children's physical and mental development, take games as the basic form of activities, pay equal attention to education, pay attention to individual differences and promote the personality development of each child.
Article 36 Kindergartens shall scientifically formulate kindergarten education and teaching plans according to the semester, month, week and day, and scientifically and reasonably arrange and organize one-day activities according to the age characteristics and seasonal characteristics of children.
Thirty-seventh kindergartens should strengthen the teaching security work. The director and the deputy director in charge of education and protection should go deep into the class to guide the education and protection work. In principle, the number of off-duty hours is not less than 3 times per week, and the deputy director in charge is not less than 1 time per day.
Thirty-eighth kindergartens should strengthen the construction of educational research organizations, establish and improve the kindergarten-based educational research system, and carry out conservation education research activities at least twice a month.
Kindergartens should strengthen learning and communication among teachers, and do a good job in preparing lessons, attending classes and evaluating classes.
Article 39 Kindergartens should strengthen contact with young children's families, establish an educational partnership between teachers and parents, publicize scientific parenting knowledge to parents, help parents create a good family education environment, carefully analyze and absorb parents' opinions and suggestions, and jointly do a good job in early childhood education.
Fortieth kindergartens should closely contact and cooperate with communities and villages, develop and utilize educational resources in the surrounding environment, integrate courses, carry out various educational activities purposefully and in a planned way, and expand children's learning space.
