Suggestions on deepening the reform of the establishment of ordinary primary and secondary schools in Jilin Province

In order to further strengthen the standardized management of ordinary primary and secondary schools in the province, rationally allocate educational resources, optimize the teaching staff, improve the quality of education and teaching and the efficiency of running schools, and promote the sustained and healthy development of basic education, according to the Decision of the State Council on the Reform and Development of Basic Education (Guo Fa [20065438+0] No.265438+0), Notice of the General Office of the State Council on Forwarding the Opinions of the Central Organizing Committee, the Ministry of Education and the Ministry of Finance on Formulating the Standards for Teaching and Administrative Staff in Primary and Secondary Schools (Guo Ban Fa [20065438+0] No.74) and the Notice of the General Office of the State Council on Improving the Management System of Compulsory Education in Rural Areas. Spirit, combined with the actual situation, we now put forward the following implementation opinions on the verification and deepening reform of the staff establishment of ordinary primary and secondary schools in our province: (1) The staff of ordinary primary and secondary schools include teachers, staff, teaching assistants and workers. Teachers refer to professionals who are directly engaged in education and teaching in schools; Faculty refers to the personnel engaged in school management; Teaching assistants refer to those who are mainly engaged in teaching experiments, library management, audio-visual education, health care and other teaching AIDS in schools; Workers refer to school logistics service personnel.
(two) the management of ordinary primary and secondary schools as far as possible by teachers part-time, logistics services should be gradually socialized. If it is really necessary to equip teaching staff, teaching assistants and workers, the proportion of teaching staff generally does not exceed 16% in senior high schools, 15% in junior high schools and 9% in primary schools.
(3) The establishment of teaching and administrative staff in ordinary primary and secondary schools shall be approved in different areas such as cities, counties, townships and rural areas according to different educational levels such as high school, junior high school and primary school. In principle, it shall be approved in accordance with the establishment proportion standard stipulated by the state. However, due to the vast territory and low student density of our province, especially the scattered schools in the eastern mountainous areas and the western grassland areas, it can not meet the basic needs of basic education in our province. Therefore, according to the spirit of documentNo. [2006 54 38+0]74 issued by the State Council that all localities can appropriately adjust the compilation standards according to local actual conditions, and according to factors such as class size, class hours and teachers' workload, the compilation is approved by comprehensive calculation.
The calculation method of the basic establishment of ordinary primary and secondary school teachers is:
Basic staffing of teaching staff = staffing of full-time teachers+staffing of teaching staff, teaching assistants and workers.
In which: number of full-time teachers =
(Number of students in school/number of standard classes) × Hours per week/Hours per week for teachers.
The parameters are shown in the attached table.
After the establishment is approved according to the above-mentioned methods, the approved establishment exceeds the part approved according to the national standards, and it will be gradually digested with the economic and social development, the adjustment of educational layout, and the change of students.
(4) Considering the special circumstances of boarding schools, schools undertaking demonstration and experimental tasks, schools with modern teaching equipment reaching a certain scale, and schools arranging full-time study for teachers, on the basis of verifying the basic staffing of teaching staff, 3% of the staffing is increased as additional staffing. The supplementary preparation shall be mastered by the organization department, and the education administrative department shall put forward opinions on the use and report them to the organization department at the same level for approval.
(5) Considering the fact that there are many teaching points and schools are scattered in mountainous areas, lakes and pastoral areas, counties (cities) located in mountainous areas, lakes and pastoral areas have increased their staffing by about 3% on the basis of the approved basic staffing of teaching and administrative staff.
(6) Ethnic minority counties (cities) that implement bilingual teaching will increase their staffing by15% according to the proportion of ethnic minority population in the county (city) on the basis of verifying the basic staffing of teaching staff; Minority schools that implement bilingual teaching in non-minority counties (cities) will increase the establishment of 15% on the basis of the approved basic establishment of teaching staff.
(7) Considering that township central primary schools undertake the functions of township education and teaching management, the establishment of township central primary schools can be increased by 1-2. (a) the number of internal institutions and leadership positions in ordinary primary and secondary schools shall be determined according to the school category, scale and management tasks, and shall be examined and approved by the organization departments at all levels.
(two) the internal institutions of ordinary middle schools can set up a guidance office (room) and a general affairs room (room), and key middle schools and schools with more than 24 classes can add 1-2 institutions. A complete primary school can have an academic affairs office (room) and a general affairs office (room), among which there are only no management posts below 12 classes, and 1 teaching director and general affairs director can be set up respectively.
(3) Ordinary middle schools and complete primary schools in classes below12 are equipped with 1-2 school-level leaders; 13-23 class is equipped with 2-3 school leaders; Class 24-36 is equipped with 3 school-level leaders; For those with more than 36 classes, 1-2 school leaders may be added as appropriate. Rural primary schools (1-3 grades) or branch schools and designated teaching points 1 teachers are responsible for school work. According to the spirit of document No.28 [2002] issued by the State Council, the headmaster of a township (town) central primary school is responsible for the education and teaching management of his township (town). Therefore, the number of primary school leaders in township (town) central schools can be increased by 1 person. (a) the establishment of ordinary primary and secondary school teachers in the province is approved by the province. City, county (city, district) staffing department, jointly with the education administrative department and the financial department, put forward the approved staffing plan for ordinary primary and secondary school staff at the corresponding level according to the staffing standards stipulated in the present implementation opinions, and after the approval of the people's government of the city or county (city, district), the people's government of the city or county (city, district) shall submit it to the provincial people's government. The provincial organization department shall, jointly with the administrative department of education and the financial department, review the staffing of ordinary primary and secondary schools in the province and submit it to the provincial people's government for approval.
(two) the approval of the staff establishment of ordinary primary and secondary schools, with urban, county and township primary and secondary schools and rural high schools and junior high schools as units, and rural primary schools as units. The establishment of teaching staff in complete middle schools is approved according to the establishment standards of high schools and junior high schools respectively; Nine-year schools are approved according to the establishment standards of junior high schools and primary schools. (a) combined with the preparation of the examination and approval work, at the same time promote the province's ordinary primary and secondary school institutional reform and personnel system reform, rational allocation of educational resources, optimize the personnel structure, and comprehensively improve the quality of education and school efficiency.
(2) Municipalities and counties (cities, districts) should actively adjust the layout structure of ordinary primary and secondary schools, increase the regulation of class size and number of primary and secondary schools (especially rural primary schools), dismiss substitute teachers, repel temporary personnel, streamline the internal institutions, staffing and leadership positions of schools, reduce non-teaching personnel and optimize the structure of teachers.
(3) Actively promote the reform of the personnel system with the personnel employment system as the core, set posts according to the principle of "scientific and reasonable, streamlined efficiency", introduce competitive incentive mechanism, implement competitive recruitment for posts, select the best candidates, enliven the internal distribution mechanism, and fully mobilize the enthusiasm of the faculty.
(4) The education administrative departments of cities, prefectures and counties (cities, districts) should earnestly do a good job in the total control and structural adjustment of the teaching staff in ordinary primary and secondary schools, and guide the teachers to flow rationally from urban schools and overstaffed schools to rural schools and empty schools.
(five) ordinary primary and secondary school teachers who have worked for more than 30 years, or have worked for more than 20 years, and are 55 years old for men and 50 years old for women, can retire early if they are willing and approved by the organization; Men who have reached the age of 57 and women who have reached the age of 52 can take the initiative to leave their jobs early and get approval from the organization.
(six) do a good job in the placement of unemployed people. All localities should formulate specific policies, measures and methods for the placement of unemployed people in light of reality. During the period of unemployment, the wages of unemployed people are lower than those of on-the-job people. According to the length of service, teaching experience and the situation of waiting for jobs, all localities can formulate different salary standards for waiting for jobs, but they shall not be less than 50% of the on-the-job salary. We should earnestly strengthen ideological and political work, care about the study and life of the employed people, encourage them to continue their further studies, and create conditions for re-employment through competition in the future.
(seven) to strengthen the organization and management of ordinary primary and secondary schools. The compilation of ordinary primary and secondary schools is managed by the compilation departments at all levels. After the establishment of ordinary primary and secondary schools in the province is uniformly approved by the province, the establishment departments at all levels shall not increase the establishment without authorization; Other departments and social organizations shall not interfere, and the distribution and deployment of documents shall not involve the contents of school institutions and staffing.
(eight) to establish and improve the management mechanism of the organization department, the education administrative department and the financial department. The education administrative department shall make a unified balance on the preparation and use of schools within the total amount approved by the province, and put forward opinions on the preparation and equipment of schools; The establishment department shall verify the establishment according to the opinions put forward by the administrative department of education; The financial department shall allocate funds according to the establishment and staffing approved by the organization establishment department.
The establishment of teaching staff in ordinary primary and secondary schools is subject to dynamic management, which is adjusted once every three years in principle according to the adjustment of school layout and the changes of students.
(9) Carefully clean up the staffing of ordinary primary and secondary schools in various forms. In the future, no department or unit may occupy or occupy the staffing of ordinary primary and secondary schools for any reason.
(ten) to strengthen the supervision and inspection of ordinary primary and secondary school organizations, serious organizational discipline. Strictly control the number of leadership positions, internal institutions and staffing of ordinary primary and secondary schools, and prohibit leading cadres from overstaffing, adding internal institutions and overstaffing without authorization. In violation of the provisions of the organization management unit, should be ordered to correct, and depending on the circumstances to give the relevant responsible person corresponding punishment.
This implementation opinion shall be implemented as of the date of promulgation. Previously, such documents issued by relevant departments of the provincial government were abolished at the same time.
