Second, strengthen organizational work.

Third, the concentration place and route before going abroad

Xinjiang's self-funded pilgrims are concentrated in Urumqi, and they fly directly from Urumqi to Jeddah, Saudi Arabia in batches by charter flights of China International Airlines. All self-funded pilgrims from Gansu, Ningxia, Qinghai, Yunnan and other places will gather in Beijing first, and then fly directly to Jeddah by chartered flights of China International Airlines in batches. The specific departure time and the number of people in each batch shall be arranged by the China-Iran Association in consultation with China International Airlines and Saudi Airlines.

Since 1990, self-funded pilgrims will no longer pass through Turkey and Pakistan.

Fourth, about the foreign exchange quota.

The self-paid pilgrims departing from Urumqi and Beijing, in addition to the certificate issued by the local China Bank to purchase international round-trip air tickets from Urumqi to Jeddah and from Beijing to Jeddah in RMB, each person will exchange RMB 750. The above required foreign exchange quota shall be approved from the private foreign exchange use plans of relevant provinces, autonomous regions and municipalities directly under the Central Government issued by the State Administration of Foreign Exchange. However, the foreign exchange quota approved by the relevant local foreign exchange administration branches shall not exceed the number of plans issued. Hajj personnel from all provinces pay foreign exchange at the local China Bank with the foreign exchange approval certificate from the local foreign exchange administration branch.

Sixth, about passports and their storage in Beijing and visa applications.

Passports issued to self-funded pilgrims with local approval will be sent to Beijing by the handling unit, and will be sent to China's Iraqi Association for entry visas to Saudi Arabia through the Saudi Embassy in China within the specified time limit (before April 30 this year).

The pilgrims' passports and international air tickets shall be kept by the personnel designated by the delegation until they return to China after the pilgrimage. The person in charge of storage must strengthen the sense of responsibility to prevent loss.

All pilgrims' passports after returning to China are still kept by the religious work department.

Seventh, on the issue of articles carried in and out of the country.

Baggage and articles carried by pilgrims at their own expense when leaving the country are allowed to be taken out in a reasonable amount for their own use, except those prohibited and restricted by the state, and may not be sold outside; When entering the country, only clothing, clothes and other daily necessities with a value lower than RMB 50 yuan will be released duty-free.

Articles brought into the country shall not exceed the standards stipulated by China's civil aviation. The overweight part will be handled on the spot, otherwise the overweight fee will be paid according to the civil aviation regulations. Pay attention to the packaging of the accompanying articles, not too loose. When entering or leaving the country, pilgrims should take the initiative to accept the inspection by the customs and border guards, go through the necessary procedures and maintain the normal working order of the customs and border guards. Those who do not obey the inspection, make trouble without reason or engage in illegal activities should be dealt with according to law and are not allowed to engage in tourism.

Eighth, about organizational study before going abroad.

Before going abroad, we should organize pilgrims to study in concentrated places. To this end, the China-Iran Association will hold a training course on Hajj business in advance, and some leading cadres from relevant provinces and regions will participate. The specific time will be arranged by the Association.

Ninth, on the issue of sending a pilgrimage group.

The members of the pilgrimage group are selected by the religious departments of the relevant local governments and the China Iraqi Association, and reported to the the State Council Bureau of Religious Affairs for approval. Its conditions are: young and middle-aged business cadres who know policies, have certain religious knowledge, have experience in foreign affairs and have strong organizational and leadership skills should be able to speak Arabic or English. Foreign exchange required by members of the working group during their work abroad, including accommodation, transportation and miscellaneous expenses. , shall be borne by the China Iraq Association; Belong to the local selection, by the local sending units submitted to the provincial (District) leaders for approval and disbursement. The mission of the pilgrimage group is to serve pilgrims, apply for visas to enter Saudi Arabia, contact air tickets, arrange accommodation, transportation and other liaison matters in Jeddah, Mecca and Medina, Saudi Arabia. It is planned to send an advance team (4 people, 2 people from Xinjiang and 2 people from China-Iran Association) to Saudi Arabia in advance to make arrangements. During its stay in Saudi Arabia, the hajj group should seek the guidance and help of our representative office in Saudi Arabia, and the decisions or commitments on major issues should be reported to China for approval first.

Tenth, about going to Hajj in the name of visiting relatives.

Starting from 1985, visiting relatives and self-funded hajj are handled separately. However, in recent years, most people who go abroad to visit relatives actually go to Saudi Arabia for pilgrimage in the name of visiting relatives, and some of them are not of high quality, which has caused many problems and caused very bad influence abroad. Considering the country's temporary economic difficulties, in order to save foreign exchange and strengthen management, we should strictly control those who actually go to Hajj with visiting passports and limit the number. According to the application sequence and my own conditions, arrangements will be made in batches year by year. The "invitation letter" they sent from abroad should be carefully checked to prevent fraud. The examination and approval of the invitation letter and other supporting materials shall still be handled according to Notice No.045 of (89) China Comprehensive Fa Zi. Those who hold a valid passport to visit relatives abroad and apply for going abroad to visit relatives and make pilgrimage again shall be handled according to the provisions of Item 9 of the Detailed Rules for the Implementation of the Measures for the Administration of Exit and Entry of China Citizens issued by the Ministry of Public Security in February 1986/kloc-0.
