Four project personnel arranged by individual cities (states) report after July, and the same batch in that year and no other special circumstances can be regarded as the expiration of service. Hubei Provincial Committee of the Communist Youth League selects and transfers college students from other provinces to volunteer for the western region, and can also apply for the positions of recruiting four project personnel. Four project personnel who have served in the army for five years or more and retired soldiers who graduated from colleges and universities have been employed as civil servants, staff of administrative organs (units) managed by referring to the Civil Service Law, or staff of public institutions after examination, and may no longer enjoy the targeted recruitment policy.
