The team charter further elaborated the nature of the Young Pioneers. The Young Pioneers is a mass children's organization founded by China and entrusted by the Communist Youth League of China. According to Article 38 of Chapter 9 of the Constitution of the Communist Youth League of China adopted by the 15th National Congress of the Communist Youth League, the nature of our team was changed to "a school where children learn Socialism with Chinese characteristics and communism".

The team constitution changed the age of joining the team. Article 5 of the Compulsory Education Law of People's Republic of China (PRC) stipulates: "All children who have reached the age of 6, regardless of gender, nationality or race, should go to school and receive compulsory education for a specified number of years." According to the Young Pioneers' organizational development policy of "organizing all children", the lower age limit for joining the team was changed from 7 to 6.

The terms of the team song have been added to the team constitution. The song "We are the Successors of Communism" by the Chinese Young Pioneers, which has been confirmed and widely sung, was written into the team charter.

The team constitution changed "our team's reward and punishment method" to "our team's reward and punishment method", which made its content more in line with the age characteristics and growth law of children and further highlighted the self-education function of the Young Pioneers organization. Thirteen, our organization: set up a brigade or squadron in the school and community, and the squadron has a group. The team consists of 5 to 13 people, with team leader and deputy team leader. Elections are held every six months or once a year.
