What does comprehensive grid mean?
Chapter I General Principles

Article 1 In order to standardize the grid service management in urban and rural areas, improve the grass-roots social governance mechanism, create a social governance pattern of co-construction, co-governance and sharing, and promote the modernization of the provincial governance system and governance capacity, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this province.

Article 2 These Measures shall apply to the management of urban and rural grid services and related activities within the administrative area of this province.

The term "urban and rural grid service management" as mentioned in these Measures refers to the activities of uniformly dividing the grid in urban and rural communities and other specific management areas, integrating various forces, equipping service managers, and comprehensively using various means such as human resources and scientific and technological informationization to provide services and manage through the grid.

Article 3 Grid service management shall adhere to the principles of Party committee leadership, government responsibility, democratic consultation, social coordination, public participation, legal guarantee and scientific and technological support.

All localities should give full play to the leading role of grassroots party organizations in grid service management, strengthen overall planning, promote the decentralization of social governance and services to the grassroots, and build a new pattern of grassroots social governance.

Article 4 The local people's governments at or above the county level shall be responsible for the overall organization, coordination, guidance and supervision of grid service management.

Public security, civil affairs, judicial administration, finance, human resources and social security, market supervision and management, government service management and other relevant departments and units of local people's governments at or above the county level (hereinafter referred to as grid linkage departments) shall, according to their respective functions and duties, do a good job in urban and rural grid service management.

Township people's governments and sub-district offices are responsible for the specific work of urban and rural grid service management within their respective jurisdictions.

Article 5 Cities, counties (cities, districts) and towns (streets) divided into districts shall set up or define grid service management departments or institutions (hereinafter referred to as grid institutions), which shall operate integrally with the comprehensive management center for social security at the same level, and undertake the work of organization and coordination, command and dispatch, linkage disposal, tracking and feedback, supervision and inspection, performance evaluation, etc. of urban and rural grid service management and social governance.

Chapter II Grid and Grid Members

Article 6 The term "grid" as mentioned in these Measures refers to grass-roots service management units divided in urban and rural communities and other specific management areas. Grids are divided into comprehensive grids and exclusive grids.

Comprehensive grid refers to the grid in which urban communities take residential quarters and buildings as the basic units and rural villages, villagers' groups or a certain number of households as the basic units. The comprehensive grid of urban communities is generally 300 to 500 households, and that of rural communities is generally 300 households.

Exclusive grid refers to the grid divided by administrative center, various parks, urban and rural community enterprises and institutions as the basic unit.

Seventh grid by the county (city, district) grid institutions in conjunction with the relevant departments and units unified division, and timely adjustment according to the needs of the work. The division and adjustment of power grid should be reported to the municipal power grid institution with districts for the record.

Article 8 Municipal power grid organizations with districts shall organize the compilation of power grid codes within their respective administrative areas in accordance with provincial power grid coding standards. Grid coding is unique.

Ninth urban and rural grid service management mainly includes the following matters:

(a) to publicize laws, regulations and national policies;

(2) Collecting, registering and verifying basic data and dynamic information such as population, houses, units and standard addresses in the grid according to law;

(three) to investigate and report the social security problems and public safety hidden dangers in the grid;

(four) to assist in the prevention and handling of emergencies, and to handle the security work of general public safety incidents and major events;

(five) to assist in the investigation and handling of contradictions affecting social stability such as letters and visits, domestic violence and civil disputes within the grid;

(six) to assist the village (community) convenience service center to provide convenience and benefit services for the village (residents) in the grid, as well as employment and entrepreneurship, social security, civil affairs, health, taxation and other people's livelihood public services;

(seven) to assist the people's court in serving and executing documents, and to assist in the investigation and management of key groups such as visiting community correction objects, released prisoners, drug addicts, patients with severe mental disorders who make trouble, vagrants and beggars who have no life;

(eight) to assist the village (neighborhood) committees and village (neighborhood) groups to carry out village (neighborhood) people's autonomy and democratic deliberation and consultation;

(nine) to assist in the construction of peace, the practice of civilization and the creation of national unity and progress in the new period;

(ten) to assist in the security work of reverse osmosis, anti-espionage, anti-secession, anti-terrorism and anti-cult;

(eleven) to assist in urban and rural housing construction, ecological environment, urban management and other related work;

(twelve) other matters decided by the local people's governments at or above the county level through the power grid.

Tenth county (city, district) grid institutions shall, in conjunction with the relevant departments, prepare a list of grid service management matters, and make public and dynamic adjustments to the society.

The grid service management items listed in the list are organized and implemented by the grid, and the relevant departments will sink the corresponding strength, resources and funds into the grid.

Article 11 Grid members refer to personnel engaged in service management within the grid, including grid team leader, full-time grid members and part-time grid members. The grid leader and full-time grid worker of comprehensive grid are the components of urban and rural community workers.

Twelfth grid team leader is responsible for organizing and coordinating the service management within the grid.

The length of the grid shall be borne by members other than the main person in charge or full-time grid members of urban and rural community party organizations and village (neighborhood) committees, and determined by township (street) grid organizations in conjunction with urban and rural community party organizations and village (neighborhood) committees.

Thirteenth full-time grid staff specifically engaged in grid service management.

Full-time grid workers are mainly selected from existing community workers and grassroots auxiliary personnel of relevant departments. If it is really necessary and qualified to recruit full-time grid workers, the Township People's Government, sub-district offices and county (city, district) grid institutions, human resources and social security and civil affairs departments shall conduct unified recruitment in accordance with regulations.

Urban comprehensive grid should be equipped with full-time grid members, and conditional rural comprehensive grid should be equipped with full-time grid members as needed.

Fourteenth as a full-time grid member, shall meet the following conditions:

(a) support the leadership of China, abide by laws and regulations, good conduct;

(two) People's Republic of China (PRC) citizens who have reached the age of eighteen;

(3) Having the educational level and working ability that meet the post requirements;

(4) Having the physical conditions for performing duties and other conditions that should be met.

Personnel under any of the following circumstances shall not serve as full-time grid workers:

(a) subject to criminal punishment or suspected crime has not been closed;

(two) by judicial custody;

(3) Being expelled from public office by a state organ or institution;

(4) Being listed as the object of joint punishment for dishonesty according to law;

(five) other circumstances stipulated by laws, regulations and rules.

Fifteenth part-time grid staff to assist the grid chief, full-time grid staff to carry out the work, can be served by state staff, deputies to the National People's Congress, CPPCC members, people's mediators, village (residents) representatives and various volunteers.

Sixteenth grid members accept the management of township (street) grid institutions and village (neighborhood) committees, and perform the duties of grid service management.

Township (street) grid institutions shall formulate the job responsibilities of grid members, urge grid members to sink the grid, be close to the service objects, regularly visit the people and enterprises in the grid, collect service demands, record social conditions and public opinions in a timely manner, and do a good job in information release and information uploading.

No unit or individual may require grid workers to engage in the following work:

(a) beyond the local grid service management list should be implemented by the grid staff;

(two) the implementation of administrative licensing, administrative punishment, administrative compulsory measures and other matters that should be implemented by the staff of administrative organs according to law;

(three) in violation of laws, regulations and rules.

The behavior of power grid staff in performing their duties according to law is protected by law.

Seventeenth grid members shall not have the following acts:

(1) divulging state secrets, commercial secrets or personal privacy;

(2) taking advantage of his work to seek personal gain for himself or others;

(three) in the work of fraud, buck passing;

(four) arrogant, rude or deliberately making things difficult for the service management object;

(five) other violations of law and discipline.

Eighteenth county (city, district) grid institutions should unify the full-time grid staff logo, and issue work certificates.

County (city, district) people's governments, township people's governments and sub-district offices shall provide necessary equipment for grid workers.

Nineteenth Township People's governments and sub-district offices shall publish the grid name, regional scope and grid length, full-time grid members' names, contact information and other information in the village (neighborhood) democratic venue or in a prominent position. Full-time grid staff and grid range adjusters should update relevant information in time.

County (city, district) grid institutions and township (street) grid institutions shall announce the reporting channels such as supervision telephone to the public, accept complaints and reports from units and individuals to grid members, and deal with them in a timely manner according to law.

Twentieth grid institutions at or above the county level shall establish and improve the system of selecting and withdrawing grid members, work norms, performance appraisal, education and training, pensions and preferential treatment, personnel files and so on.

Chapter III Multi-governance of Grid

Twenty-first power grid linkage departments shall handle power grid service management matters in accordance with the provisions and give feedback; For the tasks entrusted to the grid, the grid staff should give business guidance and service support; Master the grid service management data, should be shared with the grid data center in accordance with the provisions.

Twenty-second grid organizations should provide help and guarantee for judges, prosecutors, people's police, lawyers, petition workers, people's mediators and legal propagandists. Enter the grid to carry out rule of law propaganda, convenient service, and investigate and resolve contradictions and disputes.

Twenty-third grid institutions should coordinate trade unions, the Communist Youth League, women's federations, disabled persons' federations and other people's organizations to give full play to their own advantages and assist in the management of urban and rural grid services.

Twenty-fourth local people's governments at all levels should cultivate and guide social organizations such as urban and rural community services to implement grid service projects through government purchase of services, open competition and public welfare venture capital.

Twenty-fifth encourage volunteer service organizations and volunteers to participate in urban and rural grid service management, and carry out various volunteer services such as facilitating the people and benefiting the people.

Article 26 County (city, district) grid organizations, township people's governments, neighborhood offices and village (neighborhood) committees shall promote the effective connection between grid service management and grass-roots self-government, broaden the channels for village (neighborhood) people to participate in urban and rural grid service management, guide village (neighborhood) people to participate in urban and rural grid service management, and realize self-management, self-education and self-service of the masses.

Chapter IV Interconnection and Informatization

Article 27 Cities and counties (cities, districts) divided into districts shall promote the integrated construction of social governance institutions, and realize the integrated operation of safe construction, mediation of contradictions and disputes, reception of letters and visits, public legal services and grid service management.

According to the needs, the grid linkage department arranges personnel to enter the grid organization to carry out grid service management related work.

Twenty-eighth districts of the city and county (city, district) grid institutions should strengthen the information construction of grid service management, and build an intelligent application platform for grid social governance (hereinafter referred to as the grid platform) according to the unified data and functional standards of the whole province.

Twenty-ninth units and individuals can put forward grid service management requirements through the grid platform and grid staff. The service management requirements put forward by grid staff should be input into the grid platform.

The grid linkage department shall timely handle the service management requirements assigned by the grid organization, and feed back the handling situation through the grid platform. The grid organization shall inform the units and individuals who put forward the requirements of the results.

Article 30 If major contradictions and disputes, potential problems, mass incidents, emergencies and other major emergencies are found in the grid service management, the grid leader and full-time grid staff shall report to the township (street) grid organization in a timely manner, and the township (street) grid organization shall handle them in a timely manner and report to the relevant departments in accordance with regulations.

Thirty-first grid institutions should strengthen grid information security management, strictly implement the responsibility of information system security management, establish security management and emergency response mechanisms to ensure data security.

Chapter V Safeguard Measures

Thirty-second urban and rural grid service management funds by the county (city, district) people's government, township people's government (street offices) to co-ordinate the protection.

Thirty-third full-time grid workers enjoy the remuneration of urban and rural community workers. Where conditions permit, a performance reward and work subsidy mechanism linked to the performance of grid members can be established, and other part-time grid members can pay work subsidies according to regulations.

Thirty-fourth grid workers and full-time grid workers enjoy basic pension, medical care, unemployment, work injury, maternity and other social insurance benefits, and housing accumulation funds can be established for them where conditions permit.

Township people's governments and sub-district offices can handle commercial insurance such as personal accident insurance for grid workers.

Thirty-fifth grid service management should be incorporated into the performance management of local people's governments at all levels, and the grid organization is responsible for the assessment and evaluation.

Thirty-sixth local people's governments at all levels and their relevant departments shall commend and reward units and individuals that have made outstanding contributions in grid service management. For outstanding grid leaders and full-time grid workers, they can be promoted to the post level first; When public institutions or state-owned enterprises recruit staff and select township (street) cadres, priority can be given under the same conditions. Female grid workers and full-time grid workers can give priority to the development of the village (neighborhood) women's Federation Executive Committee.

Article 37 The people's governments of cities and counties (cities, districts) with districts shall establish and improve the vocational skills training mechanism for grid workers. Relying on administrative colleges, universities, vocational colleges and community education institutions. , we can set up grid colleges, training majors, training centers and training programs. By expanding the online training platform, developing digital educational resources, grid workers are trained in professional skills and business in service management, and their comprehensive quality and level are improved.

Thirty-eighth local people's governments at all levels and their relevant departments and news media should widely publicize grid service management, popularize advanced models and experiences, guide all sectors of society to actively participate in grid service management, and create a good atmosphere of co-construction, co-governance and sharing.

Chapter VI Legal Liability

Article 39 in violation of the provisions of these measures, in the grid service management, the relevant state organs and their staff abuse their powers, neglect their duties, engage in malpractices for selfish ends, and the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Fortieth grid workers infringe upon the legitimate rights and interests of units and individuals when performing their duties, and the township people's governments and sub-district offices shall bear legal responsibility. Township people's governments and sub-district offices that do not belong to the scope of their duties, can be submitted to the county (city, district) people's government to determine the main responsibility.
