According to Article 1 of the Notice of the Ministry of Education, the National Development and Reform Commission and the Ministry of Finance on Further Standardizing the Management of Higher Education Fees, tuition fees shall be charged by academic year or semester, and shall not be collected in advance across academic years. If students drop out of school or finish their studies ahead of schedule after paying tuition fees, colleges and universities should refund the remaining tuition fees on a monthly basis according to the actual study time of students.
After students pay tuition fees, ordinary schools should issue tuition receipts on the spot and apply to the school according to the tuition receipts. If the school refuses, you can complain or petition to the principal's office. If the school can't solve it, you can write a complaint letter to the education commission of your city.
