The reporter learned from the Central Committee of the Communist Youth League that in 20021year, more than 2,300 fresh graduates and graduate students from more than 2,300 colleges and universities signed up to participate in the western program of college students' voluntary service (referred to as the western program), contributing to the grassroots construction in the western part of the motherland, including more than 30,000 from party member.

Since 2003, the Central Committee of the Communist Youth League, the Ministry of Education, the Ministry of Finance and Ministry of Human Resources and Social Security have jointly organized and implemented the Western Plan. Up to now, more than 4 10000 college graduates and graduate students have been recruited and sent, and voluntary service has been carried out at the grassroots level for 1 to 3 years.

The Western Plan for College Students' Volunteer Service (referred to as the Western Plan) is a major talent project decided by the the State Council executive meeting and jointly organized and implemented by the Central Committee of the Communist Youth League, the Ministry of Education, the Ministry of Finance and Ministry of Human Resources and Social Security.

Since the implementation of the project in 2003, more than 465,000 college graduates and graduate students have been enrolled, serving the grassroots in more than 2,000 counties (cities, districts and banners). The whole society, especially the young people, have sung the melody of the times: go to the west, go to the grassroots, and make contributions to the motherland and the people where they need it most.

In 2023-2024, with the support of the central government, 20,000 volunteers from western planning countries will be recruited and selected to work at the grassroots level in the western region (including the 25th China Youth Volunteer Relay Program for Poverty Alleviation) for fresh graduates or graduate students from ordinary colleges and universities (listed in the list of national ordinary colleges and universities by the Ministry of Education).

According to the national project operation mode and work requirements, various localities have organized and implemented local projects oriented to the western region, and the implementation scale is expected to exceed 40,000.
