Normal students at public expense apply to the subordinate normal university where they are undergraduate. After passing the examination of the teaching school and obtaining approval, the subordinate normal university will be admitted as a part-time master's student after comprehensive examination according to the results of the examination of the teaching school and the academic performance of the undergraduate, and study professional courses in a part-time way. Those who pass the teaching examination and thesis defense will be awarded corresponding academic qualifications and degree certificates. In addition to the above-mentioned circumstances, public-funded normal students are not allowed to apply for graduate students during the service period stipulated in the agreement.

In some provinces, subsidized normal students can apply for full-time graduate students, such as Shandong Province. The Measures for the Implementation of Free Education for Normal Students in Shandong Province allows free normal students to apply for master's degree programs related to primary and secondary education and teaching, and stipulates that free normal students must sign a supplementary agreement when applying for full-time master's degree programs during the training period, with the consent of the signing municipal education administrative department, and promise to return to the targeted employment city on schedule to engage in rural education and teaching for at least six years after graduation, and retain their status as free normal students before graduation. During the period of studying for a master's degree, you will not enjoy the subsidy of public education funds.
