Legal basis: Article 107 1 of the Civil Law of People's Republic of China (PRC) (hereinafter referred to as "Civil Law"). Graduates may not be redistributed in principle after being dispatched. If redistribution is really necessary due to special circumstances, the following principles shall apply:

In the province (city, autonomous region) within the scope of adjustment, by the province (city, autonomous region) graduate employment department for reassignment procedures, do not need to go back to school for.

In case of adjustment across provinces, municipalities and autonomous regions, graduates should submit relevant materials to the school employment center from August 15 to 10/5 of that year, and the school will report them to the Provincial Personnel Department (Education Department) for examination and approval. Only those who have been approved for adjustment can go through the reassignment procedures and pay liquidated damages.

Graduates who meet the conditions for reassignment must bring the following materials when applying for reassignment:

Proof of special circumstances;

A valid letter of re-employment issued by the original employer;

Employment agreement or acceptance letter signed with the intended recipient;

Employment registration certificate and household registration certificate.
