The Outline of Education Planning puts forward that by 2020, the strategic goal of China's education reform and development is "two basics and one advance", that is, basically realize the modernization of education, basically form a learning society, and enter the ranks of powerful countries in human resources.

According to the strategic plan of "giving priority to developing education and building a powerful country with human resources" at the 17th National Congress of the Communist Party of China, in order to speed up the process of socialist modernization, the Outline of Education Planning has established the strategic goal of "two basics and one advance" in the future 10, that is, "basically realizing the modernization of education, basically forming a learning society and entering the ranks of powerful countries with human resources". The three are closely related and complement each other, which constitutes the basic framework of a strong country with human resources.

Human resources are the core elements of comprehensive national strength and national competitiveness, and strategic resources to promote economic and social development. Education is an effective means to develop human resources and enhance comprehensive national strength and international competitiveness. China has achieved a historic transformation from a country with a large population to a country with large human resources, which has laid a solid foundation for building a strong country with human resources. However, compared with the advanced level of major developed countries in the world, there is still a significant gap in education in China. In order to meet the needs of building an innovative country, fierce international competition and the transformation of domestic economic development mode, we must change from a big country with human resources to a strong country with human resources.

Constantly improving the level of educational modernization is the guarantee of building a powerful country with human resources, and its fundamental task is to meet the needs of social development and provide strong talent support for modernization. International experience shows that all developed countries have laid a solid human capital foundation for economic development by cultivating talents suitable for economic and social development, and by rational educational structure and educational investment transformation. However, countries with backward modernization have achieved economic catch-up mainly by rapidly accumulating human capital and catching up through education. The experience of educational reform and development at home and abroad shows that educational modernization can be realized before national modernization, thus promoting the all-round progress of society and laying a solid foundation for national modernization.

Based on the importance and urgency of learning society in building a powerful country with human resources, the Outline of Education Planning puts forward the strategic goal of "basically forming a learning society". Learning society is a society in which people can choose learning opportunities independently and flexibly at any time and place in their lives to meet the needs of learning and their learning achievements can be recognized.

This is a society based on lifelong education, with learners as the center and everyone can learn for life. At present, China is still in the primary stage of learning society. Lifelong education is still a weak link in China's education system. The participation rate of employees in-service education is still relatively low, and the management system, guarantee mechanism and incentive mechanism are still not perfect. Therefore, the Outline of Education Planning clearly states that it is necessary to create a good learning environment and establish a system guarantee for the lifelong learning of members of society by promoting the innovation of the management system and development mechanism of lifelong education.

The Outline of Education Planning refines the three strategic goals of education reform and development into five specific goals by 2020.

First, based on China's national conditions and aiming at the average level of education development in moderately developed countries, we put forward specific goals such as basically popularizing preschool education, consolidating and improving the level of nine-year compulsory education, accelerating the popularization of high school education, further improving the popularization level of higher education, and eliminating illiteracy among young and middle-aged people.

The second is to improve the average years of education, the proportion of people with higher education, the number of people with higher education and other comprehensive indicators. In view of the unbalanced development of education in China, promoting educational equity is an important part of promoting educational modernization.

Third, in view of the fact that the problem of "difficulty in going to school" is still outstanding, improving the quality of education in an all-round way and constantly expanding the total amount of high-quality educational resources is an important aspect of improving the level of educational modernization.

Fourthly, in view of the unreasonable educational structure and imperfect lifelong education system in China, it is proposed that the modern national education system is more perfect and the lifelong education system is basically formed, so as to promote the whole people to learn to teach, succeed and use.

Fifth, in view of the inherent lack of vitality in China's educational system reform, it is proposed to further emancipate the mind, renew ideas, deepen reform, improve the level of educational opening, and comprehensively form a vibrant, efficient, more open and more scientific educational system and mechanism that is compatible with the socialist market economic system and the goal of building a well-off society in an all-round way. These specific goals will make the goal of "two basics and one progress" more specific and clear.
