The Construction of Grass-roots Libraries in the Electronic Information Age

Abstract: With the advent of the era of electronic informationization and networking, the traditional library service function has been far from meeting the diverse information needs of readers. In this situation, it has become an inevitable trend to establish a multifunctional modern electronic library integrating network and electronic publications. Starting from the necessity of establishing electronic library, this paper analyzes the difficulties existing in establishing electronic library in grass-roots libraries, and puts forward some corresponding solutions, so as to explore how grass-roots libraries to stand in the development of electronic information era.

With the advent of the era of electronic informationization and networking, a large number of electronic information resources such as various electronic publications and retrieval databases have emerged, and the traditional service mode of the library, which mainly focuses on the circulation reading of printed books and documents, has been greatly challenged and influenced. The original reading facilities are far from meeting the diverse information needs of readers. In order to meet the needs of developing electronic literature information and services, it has become an inevitable trend to establish a multi-functional modern electronic library integrating network and electronic publications in grass-roots libraries.

Firstly, it analyzes the necessity of establishing an electronic library.

(1) The rapid development of electronic information has led to the gradual shrinkage of the traditional library lending business.

Electronic library refers to an information system that electronically stores the full-text contents of books and periodicals in a specific organization and provides users with access, retrieval, inquiry and full-text services. With the accelerated pace of modern life and the popularization of computers and networks, people are more and more interested in consulting materials, searching information and reading articles online. With the advent of the electronic network information age, people can know what is happening in the world and read articles from all over the world without leaving home. Compared with the traditional library, the electronic library has the advantages of convenience, quickness and large capacity. However, the traditional grass-roots library, which mainly focuses on printed books, periodicals and documents, has been unable to attract the needs of most readers due to the constraints of development scale, venue, environment and service, which has led to the increasingly neglected and shrinking business of the library. Judging from the actual situation, most county-level grass-roots libraries rarely come to the reading room to read books every day, and even fewer people come to borrow books every day. Some libraries even borrow 100 books a year. As a grass-roots library, the development status of spiritual food for grass-roots people is really worrying.

(2) The establishment of electronic library makes up for the shortage of library space.

With the development of urbanization and the large-scale development of commercial housing and commercial areas, the land area in the city center is shrinking sharply. In the traditional sense, the collection of printed books, periodicals and documents requires a high level of library area and scale, including not only a large-scale collection room, a borrowing room and a reading room. There are also editing rooms, mail rooms and other related office departments. As a grass-roots library, it has neither the right nor the money, and many local governments pay insufficient attention to the development and construction of libraries. Therefore, it is difficult to build a standardized and large-scale library in the urban center. If the library is built in the suburbs, it will bring a lot of inconvenience to readers. Although the old libraries in some places are located in the city center, they can't meet the needs of readers because of their age and small scale and area. In this case, the electronic library shows its unique advantages. Basically, it only needs a large-scale space, with corresponding computer equipment, which can meet the requirements of readers for reading, reading newspapers and finding information. Electronic network has a large collection capacity and no special requirements for the size of the website, which is undoubtedly the first choice for the development of modern libraries.

(3) E-library makes up for the problem that the collection of books in grass-roots libraries is decreasing year by year.

Traditionally, public libraries spend a lot of money to buy new books, newspapers and magazines every year. With the rise of prices, the prices of books, newspapers and magazines have also risen sharply. Books that used to cost only a few dollars or even a few cents are now sold for more than ten or even dozens of dollars, but the increase in government funds for libraries can't keep up with the increase in books. In the case of insufficient funds, the library's ability to buy books cannot be improved. At the same time, the main printed books are damaged quickly, and the depreciation rate is high, which is greatly reduced every year. The destruction of old books and the decline in the purchase of new books have led to a decrease in the collection of books in many grassroots libraries year by year. However, the networked and information-based electronic library does not use physical paper, and there is no depreciation such as damage, moth-eaten, fire and rain, which can be said to be inexhaustible.

(4) E-library caters to the needs of more readers.

The pace of modern people's life is accelerating, and everyone pursues high efficiency, which is another obvious feature of electronic library. In order to find the information they want, traditional library collections need to spend a lot of time searching for the corresponding books among piles of books and periodicals, and also need to spend a lot of time reading through the whole book and only finding individual opinions or materials. In the electronic library, as long as the reader types the corresponding keywords in the search bar of the computer, all the related information and materials will be displayed in the computer, which greatly saves the reader's search time. At the same time, it will also show various related viewpoints, information and materials.

Second, the difficulty of establishing an electronic library.

(1) The financial input of grass-roots libraries is insufficient, which leads to the shortage of development funds. Because the public library is a non-profit public welfare organization, its operating funds are uniformly allocated by the grass-roots finance, while local governments with less financial resources often invest their funds in industrial projects, economic development, infrastructure, education and other undertakings, and because the cause of book culture is not included in the issues related to people's livelihood, the grass-roots government's investment in this is quite limited, and the allocated funds are only enough to maintain the basic operation of the library, which seriously restricts its development space. However, the establishment of electronic library needs a lot of capital investment to buy computer equipment and install network facilities in the early stage, which is a challenge to the capital problem.

(3) Employees are not fully qualified for the job requirements in the electronic information age.

The main reasons why grass-roots library staff can't fully adapt to the needs of the electronic information age are: 1. Grassroots library staff generally have the characteristics of large age structure and low basic education, which leads to their relatively weak ability to accept modern electronic equipment. 2. Traditional borrowing methods are simple manual operation, simple machinery, easy to understand, easy to learn and do, which is completely different from modern high-tech computer operation. 3. Due to the nature of work, lack of funds and other reasons, the staff of grass-roots libraries have almost no chance to participate in any professional training, let alone professional computer training for electronic libraries that have not been opened in grass-roots libraries.

Thirdly, the countermeasure analysis of establishing electronic library.

(1) Strive for the initial capital investment of the government.

To build an electronic library, we need to buy a batch of computer equipment, corresponding accessories and facilities, network layout, and hire professional technicians, so the initial investment needs more funds. However, from a long-term point of view, the establishment of electronic library is much less than that of traditional library in terms of capital investment, because traditional library has to spend a lot of money to buy new books, newspapers, magazines and so on. The electronic library saves money on books every year, and only needs to invest a small amount of basic maintenance expenses. Grass-roots public library is a non-profit organization and a place for grassroots people to learn spiritual culture. We should reflect the importance of building grass-roots libraries to relevant departments and arouse their attention. At the same time, explain to the relevant departments the importance and necessity of establishing an electronic library, and save capital investment in the long run and strive for government financial support.

(2) Strengthen the training of relevant business personnel.

As a public welfare organization integrating culture, education, publicity, information dissemination and service, the moral and cultural quality of the staff has a decisive influence on the construction of the library. In particular, the establishment of electronic library requires higher ability of staff. As the basic tool of modern electronic library, computers must be understood by everyone, and these modern computer knowledge can not be mastered by the staff themselves, but the professional training of computer and network technology knowledge should be strengthened. As a unit, it should provide funds, teachers, venues and other support for the staff's computer business training, provide various guarantees for the improvement of the staff's professional quality, cooperate subjectively and objectively, improve the level of grassroots libraries, and better serve the grassroots people.
