The author believes that efforts should be made from the following aspects: first, we should earnestly improve our understanding of the status and role of the ideological work of the "two regulars", firmly grasp the work priorities, and do a good job in the implementation of the "two regulars" with high standards, that is, we should strive to improve the ideological and political quality of officers and men, cultivate "ideals, morality, education and education", and make the "two regulars" work strategically positioned, systematic and targeted. Therefore, it is necessary to educate and guide management cadres to fully realize that the "two regular" work is a basic work in army building. One is to love soldiers and understand them. The targets of the "two regulations" work are mainly military personnel and young cadres.
