What's the difference between subordinate universities and non-subordinate universities?
Different definitions:

Universities directly under the central government: universities directly under the central government departments (units) in People's Republic of China (PRC) (China), referred to as "universities directly under the central government", mainly refer to several universities directly managed by departments and institutions directly under the the State Council in People's Republic of China (PRC) (China), aiming at taking the lead in exploring reforms and playing an exemplary and guiding role in improving teaching, scientific research and social services.

Non-directly affiliated colleges and universities: Local colleges and universities (provincial colleges and universities) refer to ordinary colleges and universities (2,500 colleges and universities) affiliated to all provinces, autonomous regions, municipalities directly under the Central Government and Hong Kong and Macao Special Administrative Regions, and most of them rely on local financial support. As the main part of China's higher education system, they aim at serving the regional economic and social development and strive to cultivate high-quality talents for the local area.

Different ranges:

Universities directly under the Ministry of Education: Universities directly under the central government have basically covered the national key universities selected by the national education strategy "2 1 1 Project", "985 Project", "985 Engineering Advantage Discipline Innovation Platform" and "201Plan". Universities directly under the central government are therefore called "pioneers and leaders of China University".

Non-directly affiliated universities: In order to strengthen local higher education, some provincial governments strongly support provincial universities based on their own characteristics, and actively strive for financial and resource support from relevant central ministries and commissions, so as to break the unfavorable situation of their limited development strategically to the maximum extent, promote their rapid development and even become a national development strategy, and form three modes: provincial national "2 1 1 project" key universities, "provincial and ministerial-level universities" and local directly affiliated universities.
