Legal Analysis: Since the research and formulation of the Outline of the National Medium-and Long-Term Education Reform and Development Plan (20 10-2020) was launched in August 2008, on the basis of in-depth investigation and extensive listening to opinions and suggestions, it has been repeatedly studied and revised, and an open draft for comments has been formed. And officially released the outline on July 29, 20 10. According to the actual situation of educational reform and development and the need to formulate the "Planning Outline", it is determined to conduct in-depth research on the following ten topics and thirty-six sub-topics.

The third topic: research on the development strategy of basic education;

The fourth topic: research on the development strategy of vocational education;

The fifth topic: research on the development strategy of higher education;

The sixth topic: research on the development strategy of continuing education;

The eighth topic: research on educational reform and institutional innovation;

Question 9: Research on the construction of teaching staff;

Topic 10: Research on the guarantee conditions and mechanism of education development.

Legal basis: Education Law of the People's Republic of China

Article 1 This Law is formulated in accordance with the Constitution for the purpose of developing education, improving the quality of the whole nation and promoting the construction of socialist material civilization and spiritual civilization.

Article 2 This Law is applicable to all levels and types of education in People's Republic of China (PRC).

Article 3 The State adheres to the guidance of Marxism–Leninism, Mao Zedong Thought and Socialism with Chinese characteristics Theory and follows the basic principles set by the Constitution to develop socialist education.

Article 4 Education is the foundation of socialist modernization, and the state guarantees the priority of education.

The whole society should care about and support the development of education.

The whole society should respect teachers.
