The schools mentioned in these Regulations include kindergartens, ordinary primary and secondary schools, secondary vocational schools, technical schools, institutions of higher learning and special education schools. Article 3 The school safety work adheres to the principles of people-oriented and prevention-oriented, and follows the principles of government responsibility, social coordination, territorial management and comprehensive management. Article 4 Ensuring school safety is the common responsibility of people's governments at all levels and relevant departments, school organizers, schools, students and their parents.
The whole society should support school safety work and safeguard school safety according to law. Article 5 The people's governments at or above the county level shall be responsible for school safety work within their respective administrative areas, incorporate it into the national economic and social development plan, establish a work coordination mechanism, and make overall plans to solve major problems in school safety work.
The people's governments at or above the county level shall include the funds for school safety work in the fiscal budget at the corresponding level to ensure the development of school safety work.
Township people's governments and sub-district offices shall perform school safety duties according to law.
Villagers' committees and residents' committees shall assist township people's governments and sub-district offices to do a good job in school safety. Article 6 The education administrative department of the people's government at or above the county level shall co-ordinate the management of school safety work within its administrative area, and supervise, inspect and guide the school safety work.
The education, human resources and social security departments of the people's governments at or above the county level shall be specifically responsible for the school safety work of the schools under their jurisdiction.
Public security, ecological environment, housing and urban construction, transportation, health, emergency management, market supervision and management, radio and television, urban management and other departments of the people's governments at or above the county level shall do a good job in school safety according to their respective responsibilities. Article 7 Social organizations such as trade unions, communist youth leagues, women's federations and disabled persons' federations shall assist in school safety. Eighth schools should perform the main responsibility of safety work. The main person in charge of the school is fully responsible for campus safety. Ninth people's governments at or above the county level and relevant departments shall, in accordance with the provisions, commend and reward units and individuals that have made remarkable achievements in school safety work. Chapter II Safety Guarantee and Risk Prevention and Control Article 10 The people's governments at or above the county level shall establish a school safety guarantee and risk prevention and control mechanism with the participation of education, human resources and social security, public security, health and other departments, formulate emergency plans for school safety, and take school safety as an important part of education supervision. Eleventh people's governments at or above the county level shall guarantee the funds needed for the safety work of public schools; The organizers of private schools shall ensure the funds needed for school safety work, and the people's governments at or above the county level may give appropriate support. Twelfth people's governments at or above the county level shall, in accordance with the provisions of the state, plan and locate schools, avoid areas where geological disasters, environmental pollution and other dangers may occur, and ensure the safety of school location.
School construction should meet the requirements of planning, site selection and construction standards, and ensure the safety of students, teachers and other employees.
The people's governments at or above the county level shall take effective prevention and control measures or organize the school migration if there are major security risks in the built schools. Thirteenth county (city, district) people's government shall, in accordance with the relevant provisions of school safety, provide full-time security guards for public primary and secondary schools and public kindergartens.
The organizers of private primary and secondary schools and private kindergartens shall be equipped with full-time security guards in accordance with the relevant provisions of school safety precautions. Fourteenth education, human resources and social security departments of the people's governments at or above the county level shall be responsible for the following safety work of the schools under their jurisdiction:
(a) establish and improve the school safety risk prevention and control system, formulate emergency plans for school safety accidents, and deal with school safety accidents;
(two) to organize the evaluation of the school safety situation, and to guide the school to improve the safety environment according to the evaluation results;
(three) to guide and supervise the school to establish and improve the safety management system, safety emergency mechanism and safety accident disposal plan;
(four) to guide the school to carry out safety education and training and emergency drills, and regularly organize safety training for school leaders, security personnel and other relevant personnel;
(five) in conjunction with the relevant departments to conduct safety inspections on school facilities and equipment, and urge schools to eliminate potential safety hazards in a timely manner;
(6) Managing school bus safety according to law;
(seven) to guide the school to hire legal advisers to help prevent security risks and handle security disputes;
(eight) other school safety work as stipulated by laws, regulations and rules. Fifteenth public security organs of the people's governments at or above the county level shall be responsible for the following school safety work:
(a) to guide the school to establish and improve the safety management system and safety emergency mechanism, and strengthen the cooperation between the police and the school;
(two) to guide the school to do a good job in internal security;
(three) to ensure the public safety around the school, to carry out patrol prevention and control, and to stop and deal with illegal acts that disrupt the order of school education and teaching and endanger the safety of students, teachers and other employees according to law;
(four) to manage the safety of school buses according to law and strengthen the traffic safety management of schools and their surrounding roads;
(five) other school safety work as stipulated by laws, regulations and rules.
