Article 1 In order to organize and implement the compulsory education for the children of migrant workers in Guangzhou, According to the Compulsory Education Law of People's Republic of China (PRC), Opinions on Doing a Good Job in Compulsory Education for Migrant Workers' Children (Guangdong Government Office [2011] No.45) and Notice of Guangzhou Municipal People's Government on Printing and Distributing the Management Provisions of Guangzhou's Point-based Home Service (Sui Fu Gui [2021] No.7), Guangzhou Laisui Personnel Service Administration's Notice on Printing and Distributing the Detailed Rules for the Implementation of Guangzhou Laisui Personnel Points System Service Management Regulations (Sui Lai Sui Gui Zi [202 1] 1No.) is formulated in combination with the actual situation in Huangpu District.

Article 2 The term "people coming to Guangzhou" as mentioned in these Detailed Rules refers to mainland residents who are not registered in Guangzhou and live in the administrative area of Guangzhou.

The compulsory education for the children of Suiyuan personnel mentioned in these Rules refers to the arrangement for Suiyuan personnel's school-age children to enroll in the first grade of primary school and the first grade of junior high school in the form of points system. After enrollment, they meet the remaining degree of local registered students (they have reached the age of 6 before August 3/KLOC-0 of that year and have not yet enrolled, and plan to enroll in the first grade of primary school in that year; Or graduated from primary school that year and planned to be promoted to the first grade of junior high school).

Article 3 The district education administrative department shall, jointly with the district personnel administrative department of Guangzhou, complete the organization and management of the points system for children moving with them in Guangzhou according to the process of points application, voluntary declaration and degree allocation.

Those who hold the residence permit of Guangdong Province valid for 1 year in our city (excluding the residence permit of Guangdong Province obtained according to the Interim Measures for the Implementation of Residence Permit for Imported Talents in Guangdong Province) and whose points have been verified in Guangzhou Laisui Personnel Service Management Information System can apply for the point system for their school-age children who are not registered in Guangzhou.

"Full 1 year" must be calculated continuously, and the deadline for calculating the residence permit period is the last day of the year's point system admission time.

Article 4 The Huangpu District Admissions Examination Committee and the Huangpu District Service Management Leading Group are responsible for coordinating the compulsory education of migrant children in the whole region, and organizing, coordinating, guiding and urging relevant departments in the region to carry out their work.

The district education administrative department is responsible for the point system arrangement for the admission degree of the children of the migrant workers in Guangzhou; In the future, the compulsory education for children of Suiyuan personnel will be included in the work plan; Responsible for improving the detailed rules for the implementation of compulsory education for children of floating population, formulating enrollment plans for schools in various compulsory education stages within their jurisdiction, and determining private schools that implement degree subsidies; Supervise all primary schools and kindergartens in the area to review the school years of children of migrant workers studying in this area.

The administrative department in charge of Guangzhou Laisui personnel is responsible for establishing and improving the management information system of the points system for admission service for children of Laisui personnel in Huangpu District (hereinafter referred to as "the points system for admission"); Guide towns and villages to accept the children of Guangzhou personnel to apply for the points system; Coordinate all relevant units to review points, calculate points, publicize the ranking and publish the results of points, and forward the results of points ranking to the district education administrative department; Responsible for the audit of "Guangzhou points system service management information system".

The administrative department in charge of district development and reform is responsible for bringing the compulsory education of the children of the kindergarten staff in this district into the economic and social development plan and the annual plan.

The district administrative department of industry and information technology is responsible for the audit of the employees of the top 200 industrial enterprises in the fiscal and taxation area. According to the division of labor between private enterprises and small and medium-sized enterprises, the nature (private enterprises or small and medium-sized enterprises) and positions (middle and senior managers or technical backbones) of the enterprises where employees work are given extra points.

The investment administrative department of the district is responsible for the identification of senior managers or technical backbones of key investment-attracting enterprises in this district.

The financial administrative department of the district is responsible for providing financial guarantee for the children who come to Guangzhou to receive compulsory education; And provide the list of the top 200 enterprises in the fiscal and taxation field in the previous year to the administrative department of economy and information technology and the administrative department of commerce in the region.

The district administrative department of commerce is responsible for the audit of the employees of the top 200 service enterprises in the fiscal and taxation area. According to the division of labor between private enterprises and small and medium-sized enterprises, the nature (private enterprises or small and medium-sized enterprises) and positions (middle and senior managers or technical backbones) of the enterprises where employees work are given extra points.

The district administrative department of science and technology is responsible for the identification of senior managers or technical backbones of key science and technology enterprises in this district.

Towns are responsible for the establishment of the points system to accept the window, responsible for online pre-trial, material acceptance, data entry, preliminary qualification and other work. Responsible for reviewing relevant information such as residence registration and residence permit period; Accept the application for review of the points results submitted by the applicants of the points system, and hand it over to the administrative department of Guangzhou for handling.

Schools are responsible for reviewing the schooling years of children of migrant workers in kindergartens and primary schools in our district; Responsible for the establishment of student status files for the accompanying children, to ensure that the accompanying children enjoy the same treatment as local registered students in terms of academic recognition, joining the team, joining the league, appraising student cadres, and participating in various activities; Strengthen the contact with the families of students' children in Guangzhou, pay attention to the physical and mental health of students, and help them integrate into the social life of Guangzhou as soon as possible.

Article 5 Establish a joint meeting system for children of migrant workers in Guangzhou to receive compulsory education, and form a work pattern of division of labor, information exchange, cooperation and coordination, and joint management.

According to the needs of the work, the joint meeting shall be convened and presided over by the district education administrative department or the district administrative department of Laisui personnel, and the members of the joint meeting shall be composed of relevant departments and units that undertake corresponding responsibilities in the compulsory education of the children of Laisui personnel.

The main task of the joint meeting is to study and deploy the specific work of compulsory education for the children of migrant workers in Guangzhou, and coordinate and solve the specific problems in the process of promoting the compulsory education for the children of migrant workers in Guangzhou.

Article 6 The index system of the points system for admission is composed of the Service Index System and Scoring Table of the Points System for Guangzhou Laisui Personnel and the Supplementary Scoring Index of Compulsory Education for Children of Laisui Personnel in Huangpu District. The integral index system should be adjusted in a timely manner according to the changes of relevant policies, laws and regulations at higher levels and the needs of economic and social development and population service management in this region.

The total score of Guangzhou Laisui personnel applying for points system admission = Guangzhou Laisui personnel points system service management index system and score table score (based on Guangzhou Laisui personnel points system service management information system)+Huangpu district migrant children receive supplementary points for compulsory education (based on Huangpu district migrant children points system admission service management information system).

The ranking rules of points shall be implemented according to the ranking rules in the Measures for the Administration of Points Entering Houses in Guangzhou (Sui Fu Ban Gui [2020]11No.): the points shall be ranked from high to low. When the scores are the same, they are sorted according to the time of paying social medical insurance in this city; In the case of the same time to pay social medical insurance in this city, it is sorted according to the time of continuous application for residence permit in Guangdong Province in our city. If the ranking is the same after two rounds of ranking, it shall be treated as parallel ranking. Those who rank side by side have the same qualification for admission under the points system.

Article 7 The application process for integral admission is as follows:

(2) Those who meet the relevant requirements and have obtained the approval of the points in the "Guangzhou Laisui Personnel Points System Home Service Management Information System" log in to the "Huangpu District Laisui Personnel Children Points System Home Service Management Information System" to apply for the points system and supplementary points.
