First, the overall goal

We should fully implement the Party's educational policy, carry out the fundamental task of moral education, cultivate socialist builders and successors with all-round development in morality, intelligence, physique, beauty and labor, follow the law of talent training and selection, deepen the reform of the examination and enrollment system, and resolutely reverse unscientific educational evaluation orientation such as only grades and only entering higher schools. Starting from promoting students' healthy development, scientifically selecting talents and maintaining social equity, according to the arrangement of starting the comprehensive reform of college entrance examination in 20 18, a new enrollment system for classified examinations in higher vocational colleges will be implemented in 2023, and a new enrollment system for ordinary colleges will be implemented in 20021year, gradually forming a college entrance examination enrollment model with classified examinations, comprehensive evaluation and multiple enrollment, so as to improve fairness and scientificity.

Second, the main task

(A) improve the ordinary high school level examination and comprehensive quality evaluation system.

1. Improve the academic level examination system of ordinary senior high schools.

(1) examination subjects. Since the freshmen who entered the ordinary high school in the autumn of 20 18, the ordinary high school academic level examination is divided into qualified examination and selective examination. The qualification examination includes Chinese, mathematics, foreign languages, ideology and politics, history, geography, physics, chemistry, biology, information technology, general technology, sports and health, music, art and other subjects 14. The elective subjects include six subjects, including ideology and politics, history, geography, physics, chemistry and biology. Students choose three subjects to take the exam according to their own interests and the requirements of talent selection in colleges and universities.

(2) Test object. Ordinary senior high school students should take the academic proficiency examination, and those who take the unified college entrance examination should also take the selective examination; Students from other high schools and social workers who take part in the unified college entrance examination can only take part in the elective examination.

(3) examination content. The examination content is based on the national curriculum standards of ordinary senior high schools (including academic quality requirements) and the requirements for talent selection in colleges and universities. Adhere to moral education, scientifically design the content of propositions, pay attention to the examination of necessary knowledge, key ability, subject accomplishment and core value, and pay attention to cultivating students' ability to think independently and use what they have learned to analyze and solve problems.

(4) examination methods. Chinese, mathematics, foreign language (including listening), ideological and political, history, geography, physics, chemistry, biology, general technology and other 10 qualified examination subjects, ideological and political, history, geography, physics, chemistry, biology and other six elective subjects. The written examination is closed, and the information technology qualification examination is paperless computer examination, using physics, chemistry, biology and general technology. Physical education and health, music and art are three qualified examination subjects, and subject skills or literacy tests are implemented.

(5) Examination time and frequency. The qualification examinations for all subjects in senior high school are arranged in three academic years in senior high school. First-year students take the qualification examination organized and implemented by the provincial level. In principle, there are no more than 4 subjects. Students take the qualification examination on the basis of completing the compulsory credit courses. Ordinary senior high school students who failed the qualification examination of relevant subjects during their school days may take the make-up exam 1 time. Those who still fail to pass the make-up exam may continue to apply for the make-up exam within 2 years after leaving school.

The exam selection is organized 1 time every year, which is arranged after the national unified college entrance examination in June, and only the candidates who applied for the unified college entrance examination in that year can participate. When the examination results are included in the total enrollment scores of colleges and universities, they are only valid in that year. If candidates take the college entrance examination again, they can change three elective subjects.

(6) Performance evaluation and use. The full score of each subject in the qualification examination is 100, and the scores are qualified and unqualified, and 60 points or above are qualified. It is a necessary condition for students to pass all subjects (including operation examination items) in the qualification examination. The original scores of Chinese, mathematics, foreign languages, ideology and politics, information technology and general technology (excluding practical exercises) are used as the basis for the enrollment of classified examinations in higher vocational colleges.

The full mark of each of the six elective subjects of politics, history, geography, physics, chemistry and biology is 100. Physics and history are presented in original scores, while the scores of ideological and political education, geography, chemistry and biology are presented in the form of grade conversion.

2. Improve the comprehensive quality evaluation system of ordinary senior high school students.

(1) Evaluation content. Comprehensive quality evaluation is an important system to further promote quality education, which aims to objectively reflect the all-round development of students' morality, intelligence, physique, beauty and labor. The content includes five dimensions: ideological and moral character, academic level, physical and mental health, artistic accomplishment and social practice.

(2) Evaluation management. Senior high schools should conscientiously implement students' comprehensive quality evaluation. All ordinary senior high school students must establish comprehensive quality evaluation information ledger in the "Fujian Province General Senior High School Students' Comprehensive Quality Evaluation Information Management System" after entering school, so as to objectively, truly, concisely and effectively record students' growth process and ensure that the materials are authentic. Education administrative departments at all levels should establish a system of accountability for good faith and strictly review the comprehensive quality evaluation materials.

(3) Evaluation and use. Colleges and universities shall, according to their own school-running characteristics, personnel training requirements and enrollment regulations, formulate scientific and standardized comprehensive quality evaluation of senior high school students and their use methods, and announce them to the public in a timely manner. (2) Improve the academic level examination and comprehensive quality evaluation system of secondary vocational schools.

The graded examination includes Chinese, mathematics, English, moral education and professional basic knowledge in public basic knowledge.

(2) Test object. Enrollment of full-time academic education in secondary vocational schools (including secondary vocational students enrolled in higher vocational colleges) must take the academic level qualification examination. The graded examination is chosen by the students themselves. Students from other schools and social workers in high school can also sign up for qualification examination and grade examination.

(3) examination content. According to the Ministry of Education's "Professional Teaching Standards for Secondary Vocational Schools (Trial)" and the requirements of talent training in colleges and universities. (4) examination methods. The qualified and graded examinations of Chinese, mathematics, English, moral education and professional basic knowledge in public basic knowledge are all closed-book written examinations. (5) Examination time. (6) Performance evaluation and use.

Qualification examination. Full marks of moral education, Chinese, mathematics and English in public basic knowledge are 200; Full score of computer application foundation 100. Full score of professional basic knowledge 150. Full score of professional skills 100. The examination results are recorded in the original records and presented in grades, which are divided into five grades: A, B, C, D and E (among which E is unqualified), which is an important basis for evaluating the quality of running secondary vocational schools and one of the bases for students to graduate.

Graded examination. Total score of public basic knowledge level examination 100. Full score of professional basic knowledge 100. There are original records of examination results, and the results of qualified examinations and graded examinations are one of the basis for higher vocational colleges to recruit new students.

2. Improve the comprehensive quality evaluation system of students in secondary vocational schools.

(1) Evaluation content. Comprehensive quality evaluation adheres to the goal of all-round development of morality, intelligence, physique, beauty and labor, including ideological and moral character, physical and mental health, academic performance, ability and quality.

(2) Evaluation management. After students enter the school, the school will establish a comprehensive quality file on the "Information Management Platform for Comprehensive Quality Evaluation of Secondary Vocational School Students in Fujian Province". Evaluate students' comprehensive quality through process evaluation and graduation evaluation.

(3) Evaluation and use. The total graduation score of comprehensive quality consists of ideological and moral character, physical and mental health, academic performance and ability and quality. It is a necessary condition for students to graduate through comprehensive evaluation of comprehensive quality. Higher vocational colleges objectively evaluate students' comprehensive quality when enrolling students, and the evaluation results serve as an important reference for enrollment.

(C) deepening the reform of college entrance examination.

Examination enrollment in colleges and universities is mainly based on undergraduate enrollment.

1. Examination subject, content, time and grade composition

Since 20021,the general college entrance examination subjects are composed of unified college entrance examination subjects and ordinary high school academic level elective subjects. The unified college entrance examination subjects are Chinese, mathematics and foreign languages (including English, Russian, Japanese, French, German and Spanish), regardless of arts and sciences. (2) Examination arrangement. Three unified college entrance examination subjects of Chinese, mathematics and foreign languages and six elective subjects of ideological and political, history, geography, physics, chemistry and biology are held in June every year. The examination of foreign language subjects includes two parts: listening and written examination. When conditions are ripe, "two exams a year" will be implemented.

(3) test scores. The total score of college enrollment consists of three unified college entrance examination subjects of Chinese, mathematics and foreign languages and three elective subjects, with a full score of 750. Among them, the full score of Chinese, mathematics and foreign languages is 150, and the full score of selected subjects is 100. Physics and history scores are included in the total enrollment score of colleges and universities by using the original scores; Ideological and political, geography, chemistry and biology scores are converted according to the conversion rules and included in the total scores of college admissions. 2. Elective course requirements. Colleges and universities should set the requirements of elective courses scientifically and reasonably according to the needs of professional talents training for students' professional foundation, and announce them to the public in advance.

3. Reform the enrollment methods of colleges and universities. From 202 1, the enrollment plan is divided, underlined and enrolled separately according to the combination of physics subjects and history subjects. Colleges and universities select students according to the scores of three unified college entrance examination subjects of Chinese, mathematics and foreign languages and the scores of three selected subjects independently selected by candidates, and according to the comprehensive quality evaluation of students. The enrollment of undergraduate colleges and universities adopts the mode of "colleges+professional groups" in parallel volunteer. Higher vocational colleges continue to implement the professional parallel volunteer enrollment model.

(D) Promote the reform of enrollment in classified examinations in higher vocational colleges.

The classified examination enrollment in higher vocational colleges is mainly based on higher vocational (junior college) enrollment, which is the main channel for higher vocational colleges to enroll students. Since 2023, the classified enrollment of higher vocational colleges has been relatively separated from the enrollment of ordinary colleges and universities, and the evaluation method of "cultural quality+vocational skills" has been implemented, and the entrance examination for higher vocational education is no longer organized separately.

1. Secondary vocational school graduates enrollment. Higher vocational colleges recruit secondary vocational graduates, according to the academic level test scores and vocational skills test scores of secondary vocational schools, and referring to the comprehensive quality evaluation of students.

The total admission score is 750 points, including 300 points for basic knowledge (moral education, Chinese, mathematics and English) qualification examination and grade examination, 250 points for professional basic knowledge qualification examination and grade examination, and 200 points for vocational skills examination.

2. Enrollment of ordinary high school graduates. When higher vocational colleges recruit fresh graduates from ordinary high schools, they must carry out vocational adaptability tests, and select the best candidates according to the results of the qualification test of ordinary high schools' academic level, comprehensive quality evaluation and vocational adaptability test.

The total admission score is 750 points, including 150 points for Chinese, mathematics, foreign languages (in principle, converted according to the ratio of 1: 1.5 points for ordinary high school level papers) and 100 points for ideological and political, information technology and general technology.

Third, safeguard measures.

(A) to strengthen organizational leadership

Deepening the comprehensive reform of college entrance examination is an important measure to scientifically select talents, improve the quality of education and serve economic and social development. Ordinary senior high schools should fully implement the national curriculum plan and curriculum standards, deepen the teaching reform, innovate the mechanism, take the initiative, deeply tap the potential, scientifically coordinate the teaching resources, and meet the diverse choice needs of students. Admission examination institutions at all levels should improve the examination guarantee system, strengthen the professional construction of teams, improve the construction of standardized test sites, and ensure a fair, orderly and efficient examination order.

(3) Strengthen the implementation of the work

Colleges and universities should strengthen the construction of the school admissions committee, give full play to the role of the main body of enrollment, scientifically set the requirements for the subjects of enrollment selection, standardize enrollment management, improve the self-discipline mechanism, innovate the enrollment management model, explore the talent training model that meets the needs of the comprehensive reform of college entrance examination, and improve the quality of talent selection and training. In senior high school, schools should improve teaching organization and management, establish a teaching management system for selecting courses and leaving classes, strengthen students' development guidance and course selection guidance, improve teaching supervision and evaluation system, strengthen the management and use of comprehensive quality evaluation, and provide real and effective evaluation information.

(D) to strengthen publicity services

All relevant departments at all levels and all kinds of schools should strengthen the publicity, interpretation and training of policies, regulations and requirements for the comprehensive reform of the college entrance examination, so that all sectors of society can fully and accurately understand the reform plan, give candidates and society clear and stable expectations, unite social consensus and lay a solid foundation for reform.
