Proposal 000 1 of the Fifth Session of the 12th CPPCC National Committee is entitled "Proposal on Integrating Preschool Education into Compulsory Education". The first sponsor is Wang Guangqian, member of the Chinese People's Political Consultative Conference and president of the Central University of Finance and Economics. The proposal points out that compared with nine-year compulsory education, preschool education is still a weak link in the education system. Problems such as less investment, insufficient total resources, shortage of teachers, uneven level of running kindergartens, and "difficult and expensive admission" are outstanding.
