The first sponsor is Wang Guangqian, member of the Chinese People's Political Consultative Conference and president of the Central University of Finance and Economics. The proposal points out that compared with nine-year compulsory education, preschool education is still a weak link in the education system. Problems such as less investment, insufficient total resources, shortage of teachers, uneven level of running kindergartens, and "difficult and expensive admission" are outstanding.

Every year, the "No.1 proposal" of the two sessions will be highly concerned. This is not only related to the number of proposals, but also related to the content of proposals. For example, this year's "Proposal No.1" focuses on preschool education, which is not only the usual concern, but also one of the hot topics of the two sessions every year. From a practical point of view, although the gross enrollment rate of preschool in China has increased rapidly in three years, reaching about 75% in 20 16 years, there are widespread problems of "difficult and expensive admission", which can be solved by incorporating preschool education into compulsory education.

However, there are also different voices in society. For example, some people think that compulsory education is universal and compulsory. Popularization is a kind of uniform education, which easily stifles children's nature, affects their personality development and forcibly deprives parents of the right to accompany their children. The author believes that personalized education can also be added to compulsory education. As for "depriving parents of the right to accompany their children", it remains to be discussed. In fact, the reason why preschool education is not included in compulsory education is the problem of funds.
