Decision of NPC Standing Committee on Amending the Higher Education Law of People's Republic of China (PRC) (20 15)
1. Article 4 is amended as: "Higher education must implement the national education policy, serve the socialist modernization and the people, and combine with productive labor and social practice, so that the educated can become socialist builders and successors with all-round development in morality, intelligence, physique and beauty." 2. Article 5 is amended as: "The task of higher education is to cultivate senior professionals with a sense of social responsibility, innovative spirit and practical ability, develop science, technology and culture, and promote socialist modernization." Three. Article 24 is amended as: "The establishment of institutions of higher learning shall conform to the national higher education development plan, national interests and social public interests." 4. Article 29 is amended as: "The establishment of institutions of higher learning with bachelor's degree or above shall be examined and approved by the education administrative department of the State Council; The establishment of institutions of higher learning that implement junior college education shall be examined and approved by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, and reported to the education administrative department of the State Council for the record; The establishment of other institutions of higher education shall be examined and approved by the education administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. The examination and approval of the establishment of institutions of higher learning and other institutions of higher education shall conform to the relevant provisions of the state.

"The examination and approval of the establishment of institutions of higher learning shall be entrusted to a review body composed of experts.

"Major matters such as the division, merger, termination, change of name and category of institutions of higher learning and other institutions of higher education shall be examined and approved by the examination and approval authority specified in the first paragraph of this article; The revision of the articles of association shall be reported to the education administrative department of the State Council or the education administrative department of the people's government of a province, autonomous region or municipality directly under the Central Government for approval in accordance with the management authority. " Article 42 is amended as: "Institutions of higher learning shall set up academic committees to perform the following duties:

"(a) to consider the discipline construction, specialty setting, teaching and scientific research plan;

"(2) Evaluation of teaching and scientific research achievements;

"(3) Investigating and handling academic disputes;

"(4) to investigate and identify academic misconduct;

(5) To deliberate and decide on other matters concerning academic development, academic evaluation and academic norms in accordance with the provisions of the articles of association. Article 44 is amended as: "Institutions of higher learning shall establish an evaluation system for the level of running schools and the quality of education, disclose relevant information in a timely manner, and accept social supervision.

"The administrative department of education is responsible for organizing experts or entrusting third-party professional institutions to evaluate the running level, benefit and education quality of institutions of higher learning. The evaluation results should be made public. " 7. Paragraph 1 of Article 60 is amended as: "Higher education is mainly invested by the organizers, the educated share the training costs reasonably, and institutions of higher learning raise funds through multiple channels."

In the second paragraph, "Article 55 of the Education Law" is amended as "Article 56 of the Education Law".

This decision shall come into force as of June 1 day, 1965.

The Higher Education Law of People's Republic of China (PRC) is revised and re-promulgated according to this decision.
