The "Decision" of the Third Plenary Session of the 18th CPC Central Committee called for "gradually abolishing the administrative level of schools, research institutes, hospitals and other units". This makes the problem of de-administration of education attract attention again. The de-administrative reform of education is to make schools return to the educational standard, run schools according to educational laws, eliminate the interference and restriction of external and internal factors on education, and let schools return to their original colors.

Externally, it is mainly to correctly handle the relationship between the government and the school, change the way the government manages the school as a subordinate administrative organization, change the mode of "unification, contracting and management" and change the role of the government. For basic education, the responsibilities of government education departments are mainly limited to two aspects. First, guarantee the investment of schools according to law and solve the problems of poor school conditions, low quality of teachers and unbalanced development; The second is to supervise schools to run schools according to law. In particular, government departments should take the lead in demonstrating according to law, and should not directly interfere in running schools in violation of the provisions of education laws and regulations, and should not often use administrative power to dictate to schools.

For higher education, the government's main responsibility should be macro-management, such as formulating relevant laws, regulations and policies and supervising the quality of schools. Exploring knowledge, pursuing truth, cultivating talents and advocating academic freedom are the essential characteristics of universities. Only in an atmosphere of democracy, equality and freedom can we follow the educational and academic laws and give full play to the intelligence of college students. Judging from the current situation in China, the reform should adhere to a basic goal orientation, that is, decentralization. The government only does what should be done, and what the school does is firmly handed over to the school. Therefore, the government should change the mechanism of direct management of colleges and universities and the way of resource allocation, set up a college funding Committee composed of people from all walks of life, and evaluate colleges and universities through intermediaries and industry associations. Of course, it is difficult to do this, but it depends on whether we can establish a better relationship between the government and schools.

Internally, it is mainly to straighten out various relations within the school. School management cannot be administrative. It must follow the laws of education, implement a management model that meets the essential requirements of education, fully respect teachers' opinions and concentrate teachers' wisdom. As far as basic education is concerned, the democratic management of schools is mainly to educate workers to fully exercise their democratic rights and participate in school management activities. The democratic management of the school is to concentrate the wisdom of the teaching staff to manage the school; It is to adhere to the socialist democracy within the school, ensure that the teaching staff have the right to participate in the school management, supervise the school managers at all levels, and make the teaching staff truly become the masters of the school.

For higher education, the democratic management of universities is mainly to straighten out the relationship between party committees, administrators (presidents), academic committees and workers' congresses. The key is to clearly distinguish the scope and boundary between administrative power and academic power. Adhere to and improve the principal responsibility system under the leadership of the Party Committee, which refers to political leadership, grasping the direction of running a school, and seeking great things, such as being responsible for the selection and appointment of cadres, training and education, and party building. In addition, the standard to test the quality of Party committees' work is whether they can boldly let go, vigorously support the work of principals and administrators, and ensure that they independently exercise their power and carry out their work, instead of taking care of everything. The criterion for testing the quality of school administration is that managers can follow the law of academic development and make teachers satisfied with teaching and scientific research, instead of managing academic affairs with administrative thinking and realizing academic freedom; In daily study and life, we should truly serve students and take students as the center, instead of simply disciplining in thought and restraining in behavior. Academic committees in colleges and universities should be dominated by professors and subject leaders, and play a leading and guiding role in teaching, scientific research and subject construction. Colleges and universities should relatively separate administrative power from academic power, and clearly distinguish the scope and boundary of the two powers. It is necessary to clearly distinguish between academic personnel and administrative personnel as two different series, avoid the situation that administrative personnel seek academic status for themselves by holding administrative leadership positions, minimize the so-called "double shoulders" phenomenon, and resolutely prevent the "exchange" of administrative power and academic status. At the same time, we should give full play to the role of teachers' congresses in colleges and universities. School planning and the use of funds should be submitted to the teachers' congress for comments and suggestions, and major issues involving the interests of faculty and staff should be discussed and approved by the teachers' congress.

In short, to de-administer education, it is necessary to establish a modern school system of running schools according to law, self-management, democratic supervision and social participation, so that schools can change from being responsible for superiors to being responsible for subordinates, from the previous emphasis on pursuing political achievements to pursuing the essence and purpose of education, and return to the education standard.
