In order to implement the spirit of the Third and Fourth Plenary Sessions of the Eighteenth Central Committee and the Fourth and Fifth Plenary Sessions of the Fourth Municipal Committee, fully implement the administrative power list system, transform government functions, and promote decentralization, the Municipal People's Government decided to cancel 63 items and delegate 670 municipal administrative power matters.
Decided to cancel the municipal administrative power matters, the relevant departments and units of the municipal government shall not be implemented in disguised form, shall not be handed over to the relevant institutions and associations to continue to implement, and shall not be implemented in disguised form through separation or merger. Decided to decentralize the municipal administrative power matters, the relevant departments and units of the municipal government should delegate their responsibilities, and strengthen the business guidance to the people's governments of counties (autonomous counties) that undertake the work; The people's governments of districts and counties (autonomous counties) should perform their duties, do a good job in undertaking the work, give play to the advantages of grass-roots units being close to the masses and managing nearby, and stimulate the vitality of economic and social development. Entrusted decentralization, the entrusted municipal government department shall sign an entrustment agreement with the entrusted county (autonomous county) people's government or its relevant departments, clarify the rights and obligations of both parties, and supervise the behavior of the entrusted party.
For the cancellation and decentralization of municipal administrative power, the relevant departments of the municipal government shall, in accordance with legal procedures, promptly clean up and promote the revision of relevant laws, regulations and normative documents; In accordance with the requirements of government information disclosure, we will promote the cancellation and decentralization of information disclosure on municipal administrative power matters, and protect the public's right to know and supervise. If this decision is not implemented or not correctly implemented, the responsibilities of relevant departments and personnel will be seriously investigated. The problems found by the people's governments of all districts and counties (autonomous counties), municipal government departments and relevant units in the implementation process shall be reported to the Municipal People's Government in a timely manner.
