On May 17, the Ministry of Education held a press conference to introduce and interpret the Regulations on the Implementation of the Law on the Promotion of Private Education (hereinafter referred to as the Regulations). The newly revised "Implementation Regulations" comprehensively and systematically revised, supplemented and improved the existing regulations. In terms of specific provisions, of the existing 54 laws and regulations, 30 were revised and 9 were deleted, only 15 remained unchanged or basically unchanged, and 23 new provisions were added.

The newly revised "Implementation Regulations" adds a new chapter in Chapter IV, requiring the implementation of legal provisions to protect the rights and interests of teachers and students. Among them, Article 36 also adds specific provisions to guarantee the treatment of teaching staff, further emphasizes the equal treatment of teachers and students in private schools, and standardizes and supports private schools to strengthen the construction of teaching staff.

The newly revised "Implementation Regulations" in the fifth chapter "Regulations on Assets and Financial Management of Private Schools" increased the norms of related party transactions, and demanded that the practice of making profits in the name of non-profit be resolutely prevented.

Chapter VI Management and Supervision, including the annual inspection, annual report, credit management, evaluation and education supervision of private schools, requires the establishment of a supervision system that conforms to the characteristics of private education, standardizes management and promotes healthy development.

In the seventh chapter "Support and Reward", the biggest adjustment of the newly revised implementation regulations is to delete the relevant provisions of "reasonable return" of private education, and at the same time clarify the differentiated support measures of non-profit and for-profit private schools in finance, taxation, land use and finance, and clarify the positioning of "giving priority to supporting private schools with high school quality, obvious characteristics and remarkable social benefits".

Private education has achieved full coverage from preschool education to higher education.

In recent years, with the support of various forces, China's private education has been growing, with more diverse levels and types, increasingly complete structure and functions, and a good development situation is accelerating.

Judging from the current development scale of private education, in 2020, there will be186,700 private schools in China, accounting for more than 1/3 of the total number of schools at all levels in China. There are 55,644,500 students, accounting for nearly 1/5.
