Regarding campus safety, I think the general requirement is to conscientiously implement the Regulations on the Administration of Internal Public Security in Enterprises and Institutions (Order No.421of the State Council) and the Measures for the Safety Management of Kindergartens in Primary and Secondary Schools (Order No.23 of the Ministry of Education), especially Order No.23 of the Ministry of Education. This is not only a legal requirement for strengthening school safety management, but also a normative basis for strengthening school safety management (you can make demands to the government, relevant departments and society accordingly). (1) Make it clear that the principal and director are the first responsible persons for campus safety. Article 16 of the Measures for the Safety Management of Kindergartens in Primary and Secondary Schools (Order No.23 of the Ministry of Education) also makes it clear: "Schools should establish leading institutions for safety work in schools and implement the principal responsibility system; Security agencies should be set up, equipped with full-time or part-time security personnel, and their security responsibilities should be clarified. " As the vice president in charge of safety, entrusted by the principal, we undertake the heavy responsibility of school safety management and are the concrete implementers of the first responsibility. We have a great responsibility and a glorious mission. It is necessary to assume the responsibility of formulating and implementing various safety management systems and plans around the campus, in the school and in the school building, constantly study new situations, find new problems and solve new situations. From the inspection some time ago, most of our principals are serious and responsible, and actively perform their duties. However, we also find that some principals lack understanding of the laws and requirements of safety management and are vague about their responsibilities. There are also some schools with more prominent hitchhiking ideas. They think that now, anyway, the party Committee and government attach importance to it, and they want government money and take it from the police, so they can enjoy it. I don't know that the principal of campus safety is the first responsible person, but our principal in charge is the direct responsible person! It's hard to obey. If something serious happens because our principal and vice principal have failed to fulfill their responsibilities, the principal can become a criminal defendant, and the leaders of the public security and education administrative departments can bear joint and several liability at most and be subject to an administrative sanction. (2) Strengthen the construction of "three defenses" measures. The Notice on Further Strengthening Campus Safety and Civil Air Defense Technology Construction issued by the office of the municipal government puts forward clear requirements for Huzhou campus "three defenses", especially civil air defense. In the "three defenses", the core and most basic is civil air defense. Schools in the city are required to be equipped with full-time security personnel with job qualifications. In principle, the hired security personnel should be men under 50 years old, trained by professional training institutions (training is based on the principle of special affairs), and incorporated into the unified management of security service companies or local public security police stations. In principle, each campus with more than 2000 students in senior high school is equipped with no less than 8 security guards, and each campus with less than 2000 students is equipped with no less than 6 security guards; In principle, each campus of non-high schools (junior high schools, primary schools and kindergartens) should be equipped with not less than 2 security guards, and each campus of schools with resident students should be equipped with not less than 4 security guards, and school leaders and teachers should be on duty 24 hours a day; In principle, special education schools should be equipped with not less than 3 security guards. The promulgation of this regulation has provided a long-term guarantee for the construction of school security forces in our city. The leaders of the municipal government clearly require that the security forces must be in place before the end of May, but the problem we are facing now is not the support of government policies, but the difficulty in recruiting so many security guards in the society at once. Faced with this situation, we suggest taking various measures to make up for the dilemma that the security force is difficult to reach the designated position at the moment: First, organizing teachers to protect the school; Second, some primary schools and kindergartens in remote rural areas should rely on grassroots organizations to form village-level school (park) teams; Third, parents can also organize school (garden) teams if conditions permit, and advocate "I value one day for everyone, and everyone values one year for me". Of course, except for a few special schools, the security forces of our municipal schools are already quite good. In a word, as principals, we always have to implement civil air defense measures to a reassuring degree.

(Campus security is the basic force)

In terms of physical defense, the municipal government documents also have basic requirements, including: first, isolation measures-whether the school boundary fence or wall meets the requirements and can effectively prevent illegal invasion from outside; The second is the warning measures-whether the gate sentry works normally, which plays the role of discovering and preventing illegal intrusion from the outside world and effectively alarming; The third is the protection and stopping measures-whether the safety equipment is in place, mainly including the three-piece set of steel forks, batons and pepper water specified by the superior. Other useful equipment can be adapted to local conditions, such as walking sticks, hand-held metal detectors, gas masks, fire extinguishers, etc. In addition to these prescribed equipment, I personally think that we can also think of some local methods, which can not only solve the problem, but also save money, such as replacing rattan sticks with wooden sticks. Of course, our indigenous methods cannot go beyond the boundaries of the law, such as not using indigenous guns and not using controlled knives without permission.

(3) Strengthen the construction of campus security institutions and systems. First of all, safety and teaching should be studied, deployed and implemented together. The administrative department of education should have a special organization to be responsible for campus safety affairs. School affairs meetings should always study campus safety issues. Safety work should have personnel and institutions. Every school and kindergarten should have a special person in charge of this work, and an effective organizational system and a special team should be established. Secondly, schools and kindergartens should further improve the campus management system, including the overall campus management system and various sub-management systems, such as the school special place management system, the school building management system, the office management system, the teacher dormitory management system, the facade room management method, the food and goods procurement management system, the logistics post responsibilities, and the security personnel assessment and reward system. Only in this way can we achieve orderly management according to law. Although the system is not omnipotent, it is difficult for a school without the system to ensure that nothing important will happen. To some extent, there will be problems without the system. There are many new situations and problems now, and I'm afraid it's not enough to rely solely on experience and the previous system. I suggest that the principals take another inventory of the school's safety management system, check for leaks and fill gaps, study collectively again, and build the system again after returning home. (four) to strengthen the construction of emergency plans and emergency drills. Under the current situation, it is very important to establish a campus emergency plan. Campus emergency plan should implement the principle of "safety first, prevention first" and the guiding ideology of "initiative, self-help and conceptual prevention". No matter how many policemen there are, it takes time to deal with them. The best way to protect yourself is to be your own policeman. The law will not give ordinary citizens the police power to attack the outside world, but it will certainly give them more adequate self-defense rights. How to establish an emergency plan? First of all, it is suggested to establish an emergency file information base in our school (cases, people involved, solutions, lessons, experiences, etc.). Secondly, it is necessary to clarify the campus safety organization and responsibilities, emergency reporting system, and establish rapid communication and contact methods for safety work. Then, according to all kinds of dangerous emergencies that may occur on campus, corresponding plans are formulated respectively. Secondly, it is necessary to establish a school emergency plan system, including: teaching activity safety plan, teaching building emergency evacuation plan, practice factory fire accident emergency disposal plan, student activity safety plan, student accommodation safety measures implementation plan, student large-scale collective activities safety plan, canteen safety emergency plan, fire prevention emergency plan, school public security work plan, etc. In addition, it is necessary to organize teachers and students to carry out emergency drills, implement the school's preventive measures to deal with emergencies, improve the school's practical ability to deal with emergencies, further enhance the safety awareness of teachers and students in earthquake prevention, fire fighting and evacuation, truly master the basic methods of quick escape and self-help and mutual rescue in danger, and improve the ability of teachers and students to resist and deal with emergencies.

To tell the truth, our country, local governments and departments have been making emergency plans in recent years, but crisis management has just started in China, and many plans are still difficult to become our ideological habits. Looking back, the construction of emergency plan is a very practical work, and talking is better than nothing. Moreover, from the country to the citizens, how to adapt to modern life and learn to get rid of the crisis requires long-term accumulation. Our overall thinking is: first, the plan should be concise and clear, each step should be action-oriented, and there should be specific and clear action requirements; Second, the plan must be practiced, so that teachers and students can participate together.

On June165438+1October 14, 2008, a fire broke out in the 602 girls' dormitory in Xuhui Campus of Shanghai University of Commerce, covering an area of about 20 square meters. Due to the excessive indoor fire, four female college students jumped off the balcony of the dormitory on the sixth floor to escape, and unfortunately died on the spot. To tell the truth, the improvement of public security, traffic, health and business around the school is very important for school safety. Relevant departments should always check the order problems around the school, carry out rectification and solve the problems in the early stage. Schools should take the initiative to report the situation to the relevant departments and put forward requirements. Check whether there are flammable, explosive, toxic and harmful production and business activities around the school; Whether there are dance halls, video game rooms, internet cafes and other places within 200 meters around the campus; Whether there are stalls and sundries in front of the school and within 50 meters on both sides; Whether there are traffic safety hazards at school gates and roads, and whether there are major safety hazards such as overloading and speeding when social vehicles pick up students; Whether there are environmental problems such as river pollution around the campus; Whether the campus is closed; Whether there are hidden dangers affecting the safety of the school when building a building next to the school wall; Whether there are other acts that should be stopped and investigated; Wait a minute. Teachers and students should be carefully organized to study the Guiding Outline of Public Safety Education in Primary and Secondary Schools and the Guide to Safety Work in Primary and Secondary Schools. Principals should take the lead in learning, and safety education should be included in the regular education of schools and become a compulsory course for students. It is necessary to strengthen the popularization education of students' knowledge of preventing harm and avoiding danger, and also to give a good legal education class to prevent a student from breaking the law because of ignorance. The importance of this aspect is very clear to all principals, so I won't go into details. I would like to remind you that our school should pay attention to strengthening the safety education and legal education for teachers while strengthening the safety education for students. Although our teachers are all adults, they also came from the student stage and did not receive systematic safety education during the student stage. Some teachers may be naive in this respect, not only lacking the ability to maintain students' safety, but also losing their lives like a clay idol crossing the river. Recently, a teacher in Anqing, Anhui Province, in order to improve the click-through rate of a post, posted false and extreme remarks about campus safety on the Internet, which caused adverse effects and was criminally detained by the public security organs.
