National defense education takes patriotism as the core, educates citizens on national defense concepts and knowledge, and encourages citizens to consciously safeguard national interests and fulfill various national defense obligations. Article 3 Strengthening national defense education is the common responsibility of the whole society.
Receiving national defense education is a citizen's right and obligation according to law. All citizens who have the ability to receive education should receive national defense education. Article 4 National defense education should implement the policy of long-term, stable and effective development, adhere to the principles of combining regular education with centralized propaganda, combining key education with universal education, and combining theoretical education with behavioral education, and adopt various forms and methods according to local conditions. Article 5 These Regulations shall apply to all state organs, armed forces, political party organizations, social organizations, enterprises and institutions, schools, village (neighborhood) committees and citizens in this province. Chapter II Contents and Forms of Education Article 6 National defense education is divided into key education and universal education. Staff of state organs, political parties and social organizations, heads of enterprises, institutions and village (neighborhood) committees, servicemen and militia reservists, and teachers and students of institutions of higher learning and senior middle schools, secondary specialized schools and vocational and technical schools receive key education; Students in junior high schools and primary schools and other citizens receive universal education. Article 7 Citizens receiving national defense education should know their national defense rights and obligations and learn basic national defense knowledge. Those who receive key education should also learn national defense theory, national defense legal system, national defense science and technology and other national defense knowledge.
National defense education should be combined with national conditions education, situation education and modern history education. Eighth national defense education should be carried out in a planned, hierarchical, multi-channel and multi-form manner according to the characteristics of different objects:
(a) the staff of state organs, political parties, social organizations, enterprises and institutions and village (neighborhood) committees have the responsibility to receive national defense education by participating in cadre schools, training courses and political studies at all levels.
(2) Servicemen and militia reservists receive national defense education in accordance with the provisions of the state military organs.
(3) Institutions of higher learning and senior middle schools that have carried out military training according to the students' military training program should carry out national defense education with military training as the main form; Other schools should incorporate national defense education into the school work plan and combine it with teaching activities.
(four) junior middle schools and primary schools should take national defense education as the content of compulsory education, and combine it with teaching and extracurricular activities in various disciplines.
(five) other citizens should combine political and ideological education, support the army and love the people, and publicize major festivals and commemorative activities. Article 9 All localities can carry out patriotic activities such as sending good soldier into the army, assisting the army in training good soldier, and developing and using outstanding veterans by holding military family service centers and military-civilian talent intermediaries, so as to carry out national defense education and enhance national defense concepts. Chapter III Organizational Leadership and Responsibilities Article 10 People's governments at all levels shall incorporate national defense education into their plans for national economic and social development.
The heads of departments at all levels have an important responsibility in the implementation of national defense education, and should take the lead in learning the theory of national defense construction and army building and enhance the concept of national defense. Eleventh provincial, municipal and county (District) National Defense Education Committee unified leadership and management of national defense education in their respective administrative areas.
The duties of the national defense education committees at all levels are:
(a) to publicize and implement the laws, regulations and policies of the state on national defense education;
(two) to formulate and organize the implementation of the national defense education plan in their respective administrative areas;
(three) to study and solve major problems in national defense education within their respective administrative areas;
(four) to inspect, guide and coordinate the relevant departments to carry out national defense education. Article 12 The office of the National Defense Education Committee is composed of personnel from propaganda, military and education departments on a part-time basis, or designated relevant departments as its offices to undertake the daily work of national defense education. Thirteenth relevant departments and social organizations should cooperate closely in national defense education, carry out their duties and responsibilities:
(1) Propaganda and education departments regard national defense education as an integral part of national education and school education, and incorporate it into publicity and education planning;
(2) The people's armed forces and civil air defense combat readiness departments shall carry out regular national defense education in combination with militia reserve construction, personnel recruitment and civil air defense combat readiness;
(three) civil affairs, personnel and labor departments to carry out national defense education in combination with the resettlement of demobilized soldiers;
(four) the public security and judicial departments to carry out national defense education in combination with the maintenance of social order and legal publicity;
(five) culture, press and publication, radio, film and television departments regularly carry out national defense education by using various public opinion tools;
(six) science and technology, sports, health and other departments in combination with the characteristics of their own departments, to carry out national defense education activities such as national defense science and technology, national defense sports, battlefield rescue training;
(7) Trade unions, the Communist Youth League, women's federations and other social organizations carry out various forms of mass national defense education activities.
