Seventh primary and secondary school teachers who apply for evaluation of professional titles must apply by themselves, fill in the "Shandong Province Primary and Secondary School Teachers' Professional Title Evaluation Form" and "Primary and Secondary School Teachers' Application for Evaluation of Professional Titles List" as required, and provide relevant evaluation materials truthfully.
8. Article 8 With the consent of the school (unit) to be employed, primary and secondary school teachers can declare cross-school competition, and according to the recommendation and evaluation, the school (unit) will be employed in accordance with the relevant provisions such as professional title evaluation and post employment.

9. Article 9 Schools shall determine the number of competitive recommendations and organize competitive recommendations according to the number, grade and work needs of teachers' vacancies.
Teachers who have obtained the corresponding professional and technical post qualifications, have not been employed and have not obtained the corresponding professional and technical post qualifications and meet the post conditions may participate in competitive recommendation. Through competitive recommendation, has obtained the corresponding professional and technical qualifications, directly employed by the school (unit); Those who have not obtained the corresponding professional and technical qualifications shall participate in the evaluation of professional titles according to the prescribed procedures and requirements. Those who pass the evaluation shall be appointed to the corresponding teacher positions by the school (unit).
10, Article 10 Schools (units) shall set up a recommendation committee (more than 7 persons) composed of experts and front-line teachers to comprehensively evaluate the referees participating in the competition and put forward recommendations.
1 1, Article 11 Schools (units) shall collectively study and determine the recommended candidates according to the recommendation opinions of the recommendation committee and the assessment of the candidates who have participated in the competition in each school year since taking office. The school (unit) will publicize the application materials of the recommended candidates within the unit for 5 working days, and recommend the report after no objection.
12, Article 12 The competent department shall review the application materials, sign opinions, and send them to the application department in time after being signed and sealed by the person in charge.
13, Article 13 The recommendation of full-time and senior teachers shall be organized and implemented by the municipal human resources and social security department and the education department in accordance with relevant regulations. The recommended candidates will be publicized for 5 working days and reported after no objection.

14, Article 14 The application materials shall be submitted by the school (unit) where the applicant is located, and shall be accepted by the office of the review committee only after being reviewed by the competent department and signed with the submission opinions.
Among them, when reporting to the evaluation committee established by the competent department of senior professional titles, it must be approved by the human resources and social security department and the education department step by step.
15, Article 15 The reporting department shall carefully review the evaluation materials, strictly control them, and report them to the corresponding evaluation committee office in time according to the specified categories and quantities of evaluation materials.
16, Article 16 The office of the review committee shall organize specialized personnel to carefully review the application materials one by one, and submit them to the review committee for review after meeting the specified requirements. Materials that do not meet the requirements will not be accepted.

17, Article 17 The office of the review committee accepts the application materials according to the requirements, sorts them out, formulates the review work plan, and organizes the implementation after being approved by the review committee.
18, Article 18 The titles of primary and secondary school teachers shall be evaluated by the evaluation committee. According to the needs of evaluation, senior (including senior), intermediate and junior teacher title evaluation committees were established respectively. Senior (including senior) teachers' professional title evaluation committee executive committee is generally not less than 17, intermediate teachers' professional title evaluation committee executive committee is generally not less than 10, and junior teachers' professional title evaluation committee executive committee is generally not less than 7. The executive members of the review committee are composed of teachers with corresponding titles or above.
The Executive Committee of the Senior (including Senior) Teachers' Professional Title Evaluation Committee is composed of senior teachers who have been engaged in teaching in primary and secondary schools for a long time, professors of basic education in colleges and universities, researchers in primary and secondary education and teaching research institutions, and experts in the same or similar professions. Among them, primary and secondary school teachers should be no less than 60%.
19, Article 19 The evaluation committee comprehensively evaluates the applicant's morality, knowledge, ability and performance, and pays attention to the performance of teaching and educating people and the practical experience of front-line teaching. Rural primary and secondary school teachers and urban primary and secondary school teachers are evaluated separately, and teachers who have been teaching in rural schools for a long time are appropriately inclined.
The review committee implements the expert responsibility system.

26. Article 26 According to the relevant regulations on post management and professional title reform in public institutions, primary and secondary school teachers after the reform can no longer apply for the corresponding professional and technical positions in the Notes on Specific Issues (199 1) issued by the former Ministry of Personnel.
