The symbiosis of urban and rural education goals is mainly reflected in the revision of the previous policies that tend to be oriented towards urban education development. In the early 1950s, China's economic development level was not high, and it was in a period of vigorously developing urban economy and urban education. The countryside has become a vassal of the city, and the main purpose of rural education is to cultivate talents needed to adapt to urban construction.
Since the reform and opening up:
With the development of economy, the state has adopted a series of policies to promote the common development of urban and rural areas, such as household registration system, medical welfare system and employment system. However, due to the long-term policy orientation of giving priority to urban development, the development of rural economy and education has not been fundamentally improved
Urban-rural integration of educational objects;
With the acceleration of urbanization, the frequent flow of urban and rural population and the acceleration of career changes, the exchange and integration of urban and rural residents have been promoted, and the population distribution has changed, resulting in the phenomenon that rural people are in cities and urban people are in rural areas. To realize the integration of urban and rural education is to break the identity, content and system restrictions of urban and rural education objects, enhance the commonality of urban and rural education contents, improve the educational balance of urban and rural education objects, and promote the continuity of the education system.
Implementing the allocation of educational resources in urban-rural integration does not mean giving up the development of urban education and sending all educational resources to rural areas, nor does it mean blindly increasing the investment in educational resources without considering the actual situation in rural areas, but rather means rationally and harmoniously allocating urban and rural educational resources so that urban and rural students can enjoy public educational resources equally.
