First, the recruitment conditions

(3) Determination of relevant time nodes.

(2) The categories and contents of written examination

According to the characteristics of different recruitment positions, the examination is divided into five categories: comprehensive management (a), social science expertise (b), natural science expertise (c), primary and secondary school teachers (d) and medical care (e).

Among them, the subject of comprehensive application ability of primary and secondary school teachers (Class D) is divided into two subcategories: primary school teacher post (D 1) and secondary school teacher post (D2).

Except for the written test-free positions indicated in the post table, candidates for all other positions must take two exams in the corresponding category in the unified written test.

(3) Examination proportion.

In order to achieve competitive selection, in principle, the examination shall be conducted in accordance with the number of job plans and the number of applicants not less than the proportion specified in the job table (interview finalist ratio).

After the registration, if it is necessary to cancel, reduce or reduce the number of applicants who can't reach the required proportion in the examination, the recruiting unit shall apply for adjustment, and with the consent of the competent department, report to the Organization Department of the Municipal Party Committee and the Municipal People's Social Security Bureau for the record, and announce the adjustment through Xiaogan Personnel Examination Network and Yingcheng People's Government website.

According to the proportion of interview finalists specified in the position table, the interview finalists are determined from high to low according to the positions and written test scores.

If the written test scores are tied for the bottom, it is determined that the tied personnel are the finalists for the interview.

If the number of interview finalists does not reach the specified proportion, the recruiting unit shall apply for cancellation, reduction or retention of the adjustment, and report to the Organization Department of the Municipal Party Committee and the Municipal People's Social Security Bureau for the record with the consent of the competent department, and announce the adjustment through the Xiaogan Personnel Examination Network and the website of Yingcheng People's Government.

(3) qualification examination.

Interview finalists must bring the original and photocopy of job requirements materials to participate in the interview qualification review.

Those who do not apply for the examination of city public officials must obtain the consent of the unit where they work, and provide written proof that the unit agrees to register at the qualification examination stage.

Candidates who fail to attend the qualification review at the specified time and place or fail the qualification review cannot enter the interview.

The positions with vacancies in the interview candidates will be filled in turn according to the written test results of the positions.

(4) issue an interview announcement.

The interview announcement shall be published on Xiaogan Personnel Examination Network and Yingcheng People's Government website 5 days before the interview date, and the relevant matters shall be subject to the interview announcement.

After the announcement of the interview, within 5 days from the date of the interview, if the shortlisted candidates fail to reach the required proportion due to factors such as the candidate's abstention, they will not be replaced.

The minimum qualified score for an interview is 60 points.

For positions where the ratio of the number of interviewees to the planned number of recruitment positions is equal to or less than 1: 1, an interview score qualification line shall be set separately and clearly stated in the interview announcement.

Candidates who fail to reach the qualification line cannot enter the physical examination and inspection stage.

3. Calculation of test scores

(1) score weight.

After the written test and interview scores are converted into 100% scores, they will be included in the total score according to the weight of 40% and 60% respectively.

(2) Bonus policy.

According to the policy requirements of the state and our province on guiding and encouraging college graduates to work at the grass-roots level and join the army, points are given preferential treatment to the "three supports and one support" plan, volunteer service personnel of college students in the western region and retired soldiers of college graduates who have served in the army for more than 5 years (inclusive).

The above-mentioned personnel apply by themselves, and are approved by the competent departments at the city (county) level of each project (among them, the retired soldiers of college graduates are audited by the Bureau of Retired Soldiers at the city (county) level), and the list of personnel is summarized by the Municipal Human Resources and Social Security Bureau and publicized according to procedures. If the paper score reaches the minimum qualified score line, the total written test score will be converted into a percentage system plus 5 points.

Those who have become registered personnel of government agencies and institutions will no longer enjoy this preferential policy.

The service time of the "three supports and one support" plan and the western plan for college students' voluntary service will expire on July 3, 20231day. For some personnel who report for duty after July, they are in the same batch in the same year and there are no other special circumstances, which can be regarded as the expiration of their service.

Applicants who meet the conditions for bonus points must fill in the Application Form for Policy Plus Points for Unified Open Recruitment of Urban Institutions in 2023 (see Annex 3) and submit the application on the spot before March 3 1. If the application is not submitted within the time limit, it will be deemed as giving up extra points.

(4) How to deal with candidates with the same score.

When the comprehensive scores of candidates applying for the same position are the same, the candidates with high written test scores rank high; When the written test and interview results are the same, candidates with high scores in the written test subject "comprehensive application ability" rank high; When the comprehensive application ability score is still the same, try again.

The "priority" condition in the position table means that after ranking according to the above principles, the candidates with the "priority" condition are still ranked first.

(3) Physical examination and inspection

1. According to the total scores of candidates and the ratio of recruitment plans1:1,the candidates for physical examination and investigation are determined from high to low.

2. The physical examination shall be organized and implemented with reference to the General Standard for Physical Examination of Civil Servants (Trial) and other regulations.

3. The competent department and the recruiting unit are responsible for the inspection work, adhere to the standards of having both ability and political integrity and putting morality first, pay attention to the comprehensive inspection of candidates' political ideology, moral quality, ability and quality, work performance, law-abiding, honesty and self-discipline, and review the candidates' registration qualifications.

4. Candidates who voluntarily give up, fail to pass the physical examination or inspection shall be organized by the human and social departments to replace the medical examination or inspection personnel in turn according to the comprehensive score ranking (replacement personnel can only be produced among the interviewers).

(4) Publicity and filing

According to the investigation results, the recruitment unit shall collectively study and determine the candidates to be hired by the leading group, report them to the Organization Department of the Municipal Party Committee and the Municipal People's Social Security Bureau after being audited by the competent department, and publicize them on Xiaogan Personnel Examination Network and Yingcheng Municipal People's Government website for not less than 7 working days.

If there is no objection to publicity, or although there is objection, it will not affect employment after investigation, the competent department of the recruiting unit shall report it to the Organization Department of the Municipal Party Committee and the Municipal People's Social Security Bureau for examination and filing according to the centralized management method.

During the publicity period, candidates who give up due to factors such as abstention will not be given up.

Publicity reflects the problems affecting employment, and if it is verified, it will not be hired.

If the problems reflected in the publicity are difficult to verify at the moment, the employment will be suspended and then whether to hire or not will be decided after it is found out.

If the employed person fails to report within 20 days after receiving the employment notice without justifiable reasons, the employment qualification will be cancelled.

(5) Handling employment procedures.

After being examined and put on record by the Organization Department of the Municipal Party Committee and the Municipal People's Social Security Bureau, each unit signs an employment contract (the contract term is not less than 3 years) with the newly hired personnel, stipulates the probation period and counts it into the employment period, implements post management, and implements the salary and treatment of the hired positions according to relevant policies and regulations.
