Chapter I General Provisions Article 1 In order to promote the development of secondary vocational and technical education and meet the needs of socialist modernization, these Regulations are formulated in accordance with the Constitution of People's Republic of China (PRC) and the relevant provisions of the state and in light of the actual situation of this province. Article 2 The term "secondary vocational and technical education" as mentioned in these Regulations refers to the pre-employment full-time senior high school education with fresh junior high school graduates as the main target and learning professional knowledge and professional technical courses as the main content. Article 3 Secondary vocational and technical schools must implement the national education policy, adhere to the four cardinal principles, actively reform and strive to improve the quality of education, so that students can develop in an all-round way in moral, intellectual, physical, aesthetic and labor skills, and cultivate secondary professional and technical personnel with ideals, morality, culture and discipline, who love the socialist motherland and meet the needs of socialist modernization, and urban and rural workers with certain professional knowledge and skills. Article 4 Secondary vocational and technical education schools are divided into: secondary specialized schools (including ordinary middle schools and vocational middle schools), technical schools and vocational high schools (hereinafter referred to as vocational high schools). Article 5 The training objectives of secondary vocational and technical schools are: secondary specialized schools train all kinds of intermediate technicians and managers; Technical schools train intermediate skilled workers; Vocational high schools train workers, farmers, technicians, managers and other employees with intermediate skills. Article 6 Educational system of secondary vocational and technical schools: The educational system of secondary specialized schools is three or four years; Technical school and vocational high school for three years. Article 7 To develop secondary vocational and technical education, we should fully mobilize the enthusiasm of all sectors of society through various channels and forms, and gradually form a secondary vocational and technical education industry with complete categories and reasonable structure to meet the needs of economic construction and social development in our province. Chapter II Establishment and Approval of Schools Article 8 The establishment, school-running category, major and scale of secondary vocational and technical schools shall be determined according to the needs of economic and social development for talents and the actual possibility of running schools. In cities, it is necessary to meet the needs of improving the technology and management level of enterprises and developing the tertiary industry; In rural areas, it is necessary to meet the needs of adjusting industrial structure, developing township enterprises, popularizing advanced agricultural technology and making farmers rich through labor. Article 9 Secondary vocational and technical schools shall have school buildings, funds, teachers, instruments and equipment, books and materials, stadiums and gymnasiums, and experimental and practical bases that are suitable for the nature and scale of running schools. Article 10 The establishment, adjustment or closure of a secondary vocational and technical school shall be applied by the school-running unit. Secondary specialized schools are approved by the provincial people's government; Technical schools shall be approved by the provincial labor department and the administrative department of business education; Vocational high schools are approved by the Municipal People's Government and the regional administrative office. Chapter III Leadership and Management System Article 11 The people's governments of provinces, cities (prefectures) and counties (cities, districts) shall fully lead the work of secondary vocational and technical education within their respective administrative areas. Article 12 The administrative department of education is in charge of secondary vocational and technical education within its administrative area, and its main duties are: to guide and inspect the implementation of the state's guidelines, policies and regulations on secondary vocational and technical education, and to formulate rules and regulations and implementation methods; In conjunction with relevant departments, predict the demand for intermediate technical talents, prepare development plans and annual enrollment plans, and make overall arrangements for school layout and professional settings; Guide the teaching work in secondary specialized schools and vocational high schools, and check and evaluate the quality of education in schools. Article 13 The main duties of the labor department in managing technician education within its administrative area are: to implement the national guidelines, policies and regulations on technician education and formulate implementation measures; In conjunction with the relevant departments, predict the demand for skilled workers, prepare the development plan and enrollment plan of technical schools, and make overall arrangements for the layout, types of work and professional settings of technical schools; Responsible for guiding the teaching work of technical schools, and inspecting and evaluating the educational quality of schools; Responsible for the employment guidance of graduates from various secondary vocational and technical schools. Fourteenth business departments are responsible for coordinating and guiding the work of secondary vocational and technical education in this system and managing the secondary vocational and technical schools directly under it. Chapter IV Teaching Article 15 Secondary vocational and technical schools should implement the principle of integrating theory with practice, strengthen practical teaching and skill training, and attach importance to the teaching of basic knowledge and professional knowledge.
Secondary vocational and technical schools should strengthen ideological and political work and professional ethics education. Sixteenth experimental training bases of vocational middle schools and vocational high schools held below the county level shall be solved by the local people's government; The experimental and internship bases of other secondary vocational and technical schools shall be provided by the competent department or contact unit of the school.
Relevant departments, enterprises and institutions should actively support the experiment and practice work of secondary vocational and technical schools, and provide necessary conditions and effective labor protection for the experiment and practice. Seventeenth education administrative departments, labor departments and relevant departments should strengthen the teaching research and teaching material construction of secondary vocational and technical education. For the general majors in the province, we should use the unified teaching plan and syllabus in the province. Eighteenth no unit or individual may occupy or destroy the school buildings, venues, equipment and property; Don't interfere with the teaching order in the school. Chapter V Teachers Article 19 Teachers in secondary vocational and technical schools should love secondary vocational and technical education, strive to improve their political and professional qualities, have good professional ethics and be teachers.
