Article 2 Education administrative departments and schools at all levels should have special personnel responsible for the management of student status and the control of dropping out of school, establish a semester entrance examination system for student status, promptly correct or solve new problems in the management of student status, grasp the changes of student status and the control effect of dropping out of school in time, and submit the results of the entrance examination to the Basic Education Department of the Municipal Education Bureau in time.
Article 3 No school (including private schools) may change the enrollment scope and enrollment plan without authorization. After the new students enter the school, the school should go through the naturalization procedures according to these regulations.
Article 4 If a student or guardian fails to go through the relevant formalities in accordance with the regulations, the school and the administrative department of education shall be responsible for correcting it, and the students or guardians shall be responsible for the consequences arising therefrom. Fifth city and county (District) education administrative departments according to the list of new students and the establishment of electronic files, the preparation of a unified format of the province's student number.
Sixth new students in compulsory education must go through the naturalization formalities in time after they register. Those who fail to report on time for no reason are regarded as dropping out of school, and the school should start the "control of dropping out" workflow in time (see Lianyungang Compulsory Education School's "control of dropping out" workflow) until school-age children and adolescents are persuaded to leave school.
Seventh private schools (including schools operating according to the private mechanism) that are not included in the local enrollment scope must be completed before the enrollment of public schools. Private schools may not recruit non-initial grade freshmen, but may receive transfer students who meet the prescribed conditions. Eighth students' household registration and address are allowed to be transferred across provinces, cities, counties and townships (towns). The transfer of a student's single account is not a reason for transfer. Junior high school students don't transfer in their own towns.
Article 9 Schools shall not refuse transfer students arranged by local education administrative departments in accordance with relevant policies. It is not allowed to transfer to the entrance examination.
Article 10 The grade shall not be changed during the transfer. Students who transfer during the suspension period can only be allowed to resume their studies after the suspension period expires. Eleventh students for personal or family reasons, intends to borrow from the school where the household registration is located, must be approved by both schools. The borrower's student status remains in the original school.
Twelfth students must enter school at the beginning of the grade before they can go out to borrow, and no school may accept students who have no student status to borrow.
Thirteenth in the process of borrowing shall not change the grade. Fourteenth students who are absent from school for more than 2 10 hours due to injury or force majeure may go through the formalities of suspension.
Fifteenth graduation school year in principle, no formalities for suspension.
Sixteenth students who go abroad or study abroad should go through the formalities of suspension.
Seventeenth suspension period is one year, and scholars who have suspended from school may not resume their studies in advance or transfer halfway. Postponement or continuous suspension of schooling must be approved by the administrative department of education.
Eighteenth during the suspension period, after the approval of the resumption of school, according to the requirements of students to return to the original level or the next level. If you can't resume school after the expiration of the suspension period, the school will report to the education administrative department to cancel your student status. Article 19 According to the regulations on the management of provincial schools, schools in the compulsory education stage implement the system of not repeating grades.
Article 20 A student with excellent academic performance may skip one grade upon the written application of the guardian and approval of the school. Primary and junior high school advanced placement students are deemed to have completed compulsory education for a specified number of years when they graduate. Students' advanced placement shall be reported by the school to the administrative department of education for the record. Twenty-first students who have completed their studies, graduated and passed the relevant examination results will be issued a graduation certificate by the school after being examined and approved by the administrative department of education, and a primary school graduation certificate will be issued free of charge by the school where the students attend the sixth grade. The junior high school graduation certificate is issued free of charge by the school where the student status is located. Those who have not graduated will be given a unified learning certificate by the school free of charge.
Twenty-second graduation certificates and learning certificates shall take effect after being stamped with the seal of the administrative department of education and electronically authenticated. Article 24 If a student dies or loses his learning ability for some reason, the school shall submit a report (with relevant supporting materials) to the administrative department of education, and cancel his school status after approval.
Twenty-fifth the provisions shall come into force as of the date of issuance. If there is any difference between the above provisions and the previous measures for the administration of student status, these provisions shall prevail.
