1902, the Qing government promulgated the charter of the King James School drafted by Zhang Baixi, that is, the "non-Yin academic system", but it was not implemented.
1903, Governor Duan Fang of Hubei Province founded Hubei Kindergarten, the first official preschool social education institution in China (1904 was renamed Wuchang Nursing Home). In the same year, the first foster family in Shi Jing was established.
1904, Zhang Zhidong, Zhang Baixi and Rong Qing jointly formulated the charter of Ding Zhuo School, namely "Guimao Academic System", among which Ding Zhuo Charter: Charter of Nursing Home and Family Education Law was the first pre-school education regulation in China history. It named public preschool education institutions as foster families, protected and educated children aged 3-7, and established a foster family system.
