2. Kindergartens run by the department can open enrollment to the society on the basis of solving the problem of children entering the park of employees in this system;

3. If there is no supporting kindergarten in the place where the household registration is located, parents should register in the kindergarten nearby. Those who are not admitted shall be arranged by the District Education Bureau (Social Security Bureau) in accordance with the principle of relative proximity;

4. The conditions for children of migrant workers to enter the park shall be implemented in accordance with the Interim Measures for the Administration of Children of Migrant Workers in Hangzhou (Hangzhou Zhengban Letter [2010] No.315). Eligible children of migrant workers register in kindergartens near their actual places of residence, and if they are not admitted, the district education bureau will make overall arrangements according to the principle of relative proximity;

5. In line with the national, provincial and municipal preferential policies on the education of military children, children of cadres of troops stationed in Hangzhou, children of martyrs' families and children of disabled people should be given priority when they enter the park where they are registered;

6. 7. Children from transitional families who have been demolished shall be enrolled in kindergartens near the transitional locations in accordance with the demolition transition agreement. During the transition period, the education bureau of the district where the transition is located shall make overall arrangements according to the principle of relative proximity;

8. The registration of children with collective household registration in kindergartens near their actual places of residence shall be arranged by the Education Bureau of the district where their actual places of residence are located according to the principle of relative proximity.

Third, enrollment procedures.

1. After conducting a thorough investigation on the new students' demand for admission to the park in the second half of the year within the service scope, each kindergarten shall draw up an enrollment plan according to the actual situation of the park and report it to the District Education Bureau (Social Security Bureau), and determine the enrollment plan of each park after being audited by the District Education Bureau (Social Security Bureau).

2. According to the enrollment plan issued by the District Education Bureau (Social Security Bureau), each kindergarten posted an enrollment notice approved by the District Education Bureau at the entrance of the kindergarten and related communities one week before enrollment.

3. When registering school-age children in Hangzhou, you must bring your household registration book, real estate license and vaccination certificate; When the children of migrant workers register, the original and photocopy of the materials stipulated in the Measures for the Administration of Children of Migrant Workers in Hangzhou (Hangzhou Zhengban Letter [2010] No.315) should be attached.

4. Kindergarten freshmen are required to be completed before the end of June, and individual transfers are required to be completed before the end of August. Private and departmental kindergartens have admitted children in principle, and other kindergartens may not repeat admission. All kindergartens should inform the enrolled parents of the admission within two weeks after the unified enrollment, patiently and meticulously explain the parents who have not been admitted, and help contact and recommend the surrounding kindergartens.

5.
