China's higher education began to enter a historical turning point from a big country in higher education to a powerful country in higher education. To build a powerful country in higher education, we must profoundly grasp the new situation of international and domestic higher education development and comprehensively improve the quality of higher education. We should co-ordinate the four first-class constructions, open up new ideas for undergraduate education in China, lead and drive the new development of China's higher education with new ideas, new measures, new standards, new mechanisms, new technologies, new guarantees and new cultures, move towards a new stage led by theory, form a think tank alliance of higher education, and improve the research service power of higher education.
