major duty

(a) to implement the national, provincial and municipal guidelines, policies, laws and regulations on the development of human resources and social security, draft relevant local regulations, formulate plans and policies for the development of human resources and social security, and organize their implementation, supervision and inspection after approval.

(2) Organizing human resources surveys, formulating human resources and market development plans and human resources flow policies and organizing their implementation, establishing a unified and standardized human resources market, and promoting the rational flow and effective allocation of human resources.

(III) Responsible for promoting entrepreneurial employment, formulating plans and policies for the overall development of urban and rural entrepreneurial employment, improving the public entrepreneurial employment service system, establishing and improving the entrepreneurial support and employment assistance system, establishing and improving the vocational qualification system and vocational training system for urban and rural workers, taking charge of the management of technical schools and various vocational training institutions, taking the lead in formulating employment policies for college graduates, and formulating training incentive policies for high-skilled talents and rural practical talents jointly with relevant departments.

(4) Coordinate the establishment of a social security system covering urban and rural areas. Coordinate the formulation of standards and policies for urban and rural unemployment, pension, medical care, work injury, maternity and other social insurance and supplementary insurance, formulate the management and supervision system of social insurance and supplementary insurance funds jointly with relevant departments, and prepare the draft budget and final accounts of social insurance funds jointly with relevant departments.

(five) responsible for employment, unemployment, social insurance fund prediction and information guidance, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of social insurance funds.

(six) in conjunction with the relevant departments to formulate policies for the distribution of wages and income of personnel in government agencies and institutions, establish a mechanism for the normal growth and payment of wages of personnel in government agencies and institutions, and formulate welfare policies for personnel in government agencies and institutions and retirees.

(seven) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions, formulate policies for the management of personnel and staff of public institutions, and be responsible for the post setting management of public institutions; Guide the management and development of talents, formulate policies for the management of professional and technical personnel and continuing education, be responsible for the management of continuing education of managers in enterprises and institutions, take the lead in deepening the reform of professional title system, undertake postdoctoral management, and be responsible for the selection and training of high-level professional and technical personnel.

(eight) responsible for the management and service of overseas experts and other overseas personnel and students studying in Zhuhai; Overall management of overseas intelligence introduction, overseas (border) training and related international exchanges.

(9) To formulate resettlement policies for demobilized military cadres jointly with relevant departments, be responsible for the compilation and distribution of resettlement plans for demobilized military cadres, be responsible for the resettlement, education and training of demobilized military cadres, formulate policies for some enterprises to solve difficulties and stabilize demobilized military cadres jointly with relevant departments, and coordinate and guide the management and service of demobilized military cadres who choose their own jobs.

(eleven) to undertake the work related to the construction of professional and technical personnel and skilled personnel; Coordinate the implementation of the construction plan for professional and technical personnel and skilled personnel; Suggestions on strengthening the construction of professional and technical personnel and skilled personnel are put forward.

(twelve) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(13) Make overall plans to formulate a mediation and arbitration system for labor and personnel disputes and policies on labor relations, improve the coordination mechanism of labor relations, formulate policies prohibiting the illegal use of child labor and special labor protection policies for female workers and underage workers, organize and implement labor inspection, coordinate workers' rights protection, and investigate and deal with major cases according to law.

(fourteen) to undertake other tasks assigned by the municipal government and higher authorities.
