Universal education is the first country in the world to put forward general education.
The first person in the world who put forward the idea of popularizing six-year primary education was J.A. Comenius, a Czech educator in the17th century. After the 1970s, Britain, the United States, France and other countries began to implement universal education one after another because of the need of capitalist industrial production for educated workers and the struggle of the working class for the right to education. However, due to the serious social and economic contradictions in these countries, it is impossible to completely popularize education. According to the estimate of UNESCO1972, there are still 23 million people in the United States with universal higher education, accounting for 10% of the national population.
