At the first session of the 11th CPPCC National Committee, Wu Zhongxin, member of CPPCC National Committee, dean of Hunan University of Finance and Economics and doctoral supervisor of Accounting College of Hunan University, submitted the proposal of "Strengthening assistance to poor high school students and gradually implementing 12-year compulsory education", calling for the establishment of assistance and guarantee mechanism for poor high school students. "Compulsory education only reaches the junior high school stage, because the high school cost of nine-year compulsory education is relatively high, and some students from poor families, especially rural students, cannot enter high school after graduating from junior high school." Wu Zhongxin urgently called for the implementation of the 12-year compulsory education system in China as soon as possible on the basis of summing up the experiences of Shenzhen, Zhuhai and Zhejiang.
In Wu Zhongxin's view, China has sufficient financial resources to implement 12-year compulsory education. Wu Zhongxin believes that high school education is guaranteed by law, so that children in rural and urban areas can enjoy equal education, which relatively eliminates educational injustice. At the same time, it can improve the overall quality of young and middle-aged workers in China. "The development of modern economy and science and technology requires workers to have at least a high school education." Member Wu Zhongxin said.
