Internal structure of Xiajin County Education Bureau
According to the above responsibilities, the county education bureau has four functional departments. (a) the office to assist the Bureau leaders to organize and coordinate the daily work of the Bureau; Responsible for the organization of large-scale meetings and the supervision of matters agreed at the meeting; Responsible for news propaganda, secretary, archives, confidentiality, security, information, letters and visits, proposals and other work. Responsible for the drafting of local education policies in the county, investigation of major issues and drafting of comprehensive manuscripts. (two) the political work unit is responsible for the personnel management of the organs and primary and secondary schools, and cooperates with the relevant departments to draft and implement the provisions and measures for the personnel, organization and labor wage management of the county education system; To guide the construction of education cadres and teachers in the county; Participate in the evaluation and appointment of teachers; Responsible for the employment guidance of normal graduates in the education system and the service for retirees; Responsible for the information service of educational talents, the personnel agency of normal graduates and the qualification identification of teachers; Guide the reform of the internal management system and personnel system of the school; Responsible for the external exchange of the education system, studying abroad and the management of foreign teachers. (3) The Planning and Finance Unit drafts the long-term and annual plans for the development of education in the county, and coordinates the compilation of enrollment plans for universities, primary and secondary schools; Responsible for examining and approving the establishment, merger, renaming and adjustment of ordinary high schools, vocational secondary schools, adult secondary schools, Sino-foreign joint ventures and social forces; Macro-guidance and management of school layout and structural adjustment; Responsible for the statistical analysis of basic education information and the management of private education in the county; Participate in drafting policies and regulations on the financing and management of education funds, supervise the investment and implementation of education funds, and prepare annual budget proposals for county-level education funds; Supervise and manage the business funds, special funds, state-owned assets and capital construction of schools directly under the central government, and manage foreign education assistance and education loans; Responsible for the financial audit of institutions and directly affiliated schools. (4) Basic Education Unit co-ordinates the basic education (preschool education) in the county, focusing on organizing the implementation of nine-year compulsory education; To study the comprehensive reform of the basic education system, guide the structural adjustment and teaching reform of basic education, and draft the evaluation standards and teaching material construction regulations of basic education; Responsible for the management of student status in ordinary high schools; To guide students in primary and secondary schools in moral education, physical education, health, art education, national defense education and military training, and to guide special education and ethnic education; Responsible for the administrative management and business guidance of high schools and blind schools directly under the central government; Responsible for the supervision of legal education, administrative reconsideration and administrative law enforcement in the county education system; To guide the research and pilot work of comprehensive reforms such as the education system and the school-running system.
