There are three basic principles to carry out the pilot reform of the national education system: first, adhere to the people-oriented principle and focus on solving major practical problems. Second, adhere to overall planning and ensure coordinated and orderly reform. Do a good job in the overall design and correctly handle the relationship between reform, development and stability. Third, adhere to local conditions and encourage local schools to experiment boldly.
Education reform must closely focus on the reform tasks put forward in the outline of education planning, strive to break down the institutional and institutional obstacles that restrict the development of education science, strive to solve the key and difficult problems and prominent contradictions that the people care about, and strive to make new breakthroughs in four aspects:
First, a new breakthrough has been made in the reform of personnel training system, and efforts have been made to promote the reform of education and teaching contents and methods, curriculum materials, examination enrollment and evaluation system, and to explore effective ways and methods to reduce the academic burden of primary and secondary school students and promote quality education.
Second, new breakthroughs have been made in the reform of the school-running system, and efforts have been made to promote the implementation of the autonomy of colleges and universities, reform the school-running model of vocational education, improve the development environment of private education, and raise the level of Sino-foreign cooperation in running schools.
Third, new breakthroughs have been made in the reform of the management system, and efforts have been made to establish and improve the system and mechanism for accelerating the development of preschool education, comprehensively promote the balanced development of compulsory education, solve the problem of choosing schools in various ways, deepen the reform of the management mode of higher education, and build a modern university system with China characteristics.
Fourth, a new breakthrough has been made in the reform of the security mechanism, focusing on improving the teacher management system, strengthening the construction of teachers, improving the education investment mechanism, improving the level of education security, promoting the process of education informatization and improving the level of education modernization.
