The primary and secondary school teachers referred to in the Measures for Handling Violations of Professional Ethics do not include teachers from ordinary primary and secondary schools, secondary vocational schools (including technical schools), special education institutions, children's palaces, local teaching and research offices, audio-visual education and other institutions of special education institutions. Primary and secondary school teachers include private school teachers.

All teachers engaged in education in primary and secondary schools, as well as administrative personnel related to teaching, staff of academic affairs office and all staff of teaching clients, but excluding teachers in secondary and higher vocational colleges. This is a very important policy change of the country, which will play a leading role in the development of education and meet the requirements of norms.
