According to the spirit of the national, provincial and municipal title departments and the provincial education department documents, combined with the actual situation of our city, we now put forward the following opinions on doing a good job in the evaluation of the professional and technical qualifications of primary and secondary school teachers in our city in 20 16:

First, the overall work requirements

(1) Improve ideological understanding. Professional title evaluation involves teachers' vital interests. Education bureaus of counties (cities, districts) and schools (units) directly under the municipal government should strengthen their leadership over the work of professional titles, conscientiously study and master the policies, contents and requirements of the reform of the professional title system for primary and secondary school teachers, and clarify the significance of new evaluation standards and evaluation mechanisms to the construction of teachers and professional development, so as to achieve unity of thinking, accurate understanding of policies and implementation in place.

(2) Declare strictly according to the post. Counties (cities, districts) Education Bureaus and directly affiliated schools (units) shall, within the approved proportion of teachers' post structure, organize recommendation declaration according to the post setting scheme approved by the personnel department and the number of teachers' job vacancies and work needs, and shall not declare without posts.

(3) Requirements for rural education. According to the spirit of relevant provincial and municipal documents, from this year, all teachers in compulsory education schools must have more than 2 years of teaching experience in rural schools or weak schools to be promoted to the first level. The applicant shall fill in the Registration Form for Evaluation of Teachers and Principals in Nantong Compulsory Education Stage (see Annex 5), and the relevant schools and competent departments shall affix their official seals.

(4) Strengthen supervision and management. Schools (units) according to the applicant's moral performance, education and teaching achievements, teaching and scientific research level, according to the assessment of the recommended declaration. The declaration and recommendation work should be made public: the declarer's debriefing should be made public, the application materials should be displayed publicly, and the recommendation results should be made public. Ensure the democracy of the declaration and recommendation process, the authenticity of the application materials and the fairness of the recommendation results. Any "three public" application materials will not be accepted. All schools (units) should take full responsibility for the authenticity of the application materials. All recommended application materials will be publicized for one week, and the main leaders of the school (unit) will sign and confirm without objection. Second, the scope of declaration

The city's primary and secondary schools, special education schools and teacher development centers (teaching and research sections, teaching departments), children's palaces and audio-visual education halls are teachers who are engaged in primary and secondary education, have obtained national education qualifications and obtained corresponding teacher qualifications.

Third, the reporting conditions

(A) political quality and professional ethics requirements

Applicants should support the leadership of China, love the motherland, abide by the Constitution and laws, be loyal to the people's education, conscientiously implement the national education policy, have good ideological and political quality and professional ethics, teach and educate people, love their jobs and be a teacher. He has passed the annual examination since he took up his present job.

Since taking office, under any of the following circumstances, the application shall be suspended, and the professional and technical qualifications of the current teachers shall not be declared or cancelled:

1. If the annual assessment is "basically qualified" or given a warning, it shall not be declared in the current year and the next year.

2. If the annual assessment is "unqualified" or is punished by demerit, it shall not be declared when it is punished, and it shall not be declared within 2 years from the following year.

3. Forging academic qualifications, qualifications and achievements, plagiarizing others' achievements, etc., will cancel the qualification for reporting in the current year, and shall not declare within 3 years from the following year. If the circumstances of forging academic qualifications and degrees are particularly serious, the professional and technical qualifications of current teachers will be cancelled.

4. If the punishment period and the punishment have not been lifted, it shall not be declared.

(2) Education and qualification requirements

1. Those who meet one of the following conditions, after passing the examination, can initially determine the professional and technical qualifications of the corresponding teachers:

(1) If you have obtained a college degree and have worked as a primary school teacher for three years, you can initially appoint a second-level teacher.

(2) After obtaining a bachelor's degree and working as a primary and secondary school teacher for 1 year, you can initially set up a second-level teacher.

(3) after obtaining a postgraduate degree or a master's degree, you can work as a primary and secondary school teacher for 3 years.

(4) After obtaining the doctor's degree, you can obtain the qualification of primary and secondary school teachers, and you can initially set up a first-class teacher.

2 to declare the professional and technical qualifications of first-class teachers, one of the following conditions shall be met:

(1) Primary school teachers have been employed as secondary teachers for more than 5 years after obtaining junior college education.

(2) Primary and secondary school teachers have been employed as secondary teachers for more than 4 years after obtaining a bachelor's degree.

(3) Primary and secondary school teachers have been engaged in education and teaching for more than 2 years after obtaining a postgraduate degree or a master's degree.

(3) Requirements for continuing education

Since taking office, according to the Regulations of Jiangsu Province on Continuing Education for Professional and Technical Personnel, the Measures for the Administration of Continuing Education for Primary and Secondary School Teachers in Nantong City and the needs of teaching, teaching and scientific research, he has completed the required continuing education tasks; Completed the fourth round of continuing education public subject training for professional and technical personnel organized by the Municipal Human Resources and Social Security Bureau and obtained the examination certificate.

(4) Computer application ability requirements

Fourth, the evaluation conditions

Educational requirements

1. Has good teaching ability, and has worked as a class teacher for more than 3 years since teaching, or worked as a team counselor, extracurricular activity group guidance teacher and other student management for more than 4 years, including working as a class teacher for more than 2 years or working as other students management for more than 3 years during the current work.

2. Be competent for the education and management of the class teacher, and be able to carry out ideological and moral education according to the age characteristics and ideological reality of the students. Since my present job, I have been commended and rewarded at or above the school level in the management of classes, teams and other students.

Teaching requirements

Have a relatively solid discipline basic theory and rich professional knowledge, master the curriculum standards, teaching materials, teaching principles and teaching methods of the disciplines taught, and have certain teaching experience. Since my present position, I have the following qualifications:

1. Engaged in circulating teaching in a certain grade and completed the required teaching workload. Due to the curriculum plan, the nature and scale of the school, teachers should be supplemented by other workload related to education and teaching.

2. Open classes at or above the school level are taught for more than 5 times, including 2 times between schools or 1 time at the county (city, district) level. The open class is of high quality and well received. 3. The teaching content is correct and the teaching methods are appropriate, and students' satisfaction with their classroom teaching reaches more than 85% every academic year.

(3) Requirements for teaching and scientific research.

(four) full-time audio-visual personnel assessment conditions

Professional personnel engaged in audio-visual teaching and research, production of educational resources, educational information, etc. We must closely contact the actual situation of school education and teaching, popularize the use of modern teaching methods, and guide the application and research of educational informatization in an organized and planned way. Full-time personnel engaged in audio-visual education research normally apply for professional and technical qualifications of first-class teachers. Five, teaching research materials (papers) submission requirements

(five) the submitted papers (published or awarded) should be submitted at the same time, and the author, publication (award-winning) time and publication name (award-winning unit) should be indicated at the end of each electronic draft. The teaching workload of school-level leaders (including full-time leaders of rural educational institutions) should be no less than a quarter of the teaching volume of ordinary teachers in the class, and no less than 40 classes per academic year; The teaching workload of deputy leaders at the school level (including deputy leaders in rural educational institutions) should be no less than one-third of the teaching volume of ordinary teachers, and no less than 50 classes per academic year; The teaching workload of middle-level managers among students should be no less than half that of ordinary teachers, and no less than 60 classes per academic year.

Seven. Rural teachers' evaluation policy

(1) Scope of application

Rural teachers refer to on-the-job teachers who teach at the front line in townships, agricultural streets and village schools (including primary and secondary schools, kindergartens, special education schools and secondary vocational schools, the same below) outside the seat of the people's government at the county (city, district) level.

(2) Review policies

1. Having taught in a rural school for more than 5 years and been employed as a second-level teacher for more than 4 years, with a bachelor's degree, you can apply for the professional and technical qualification of a first-level teacher.

2. Increase the weight of rural teachers' professional ethics in the evaluation of professional titles, and give priority to promotion under the same conditions if they are commended by comprehensive government departments and education authorities at or above the county level or professional ethics.

3. Increase the weight of rural teachers' academic qualifications in the evaluation of professional titles. Having served as a class teacher 10 years or more, actively guiding the healthy growth of students and making outstanding achievements in teaching and educating people. Since taking office, if I or my class has been commended and rewarded by the education department at or above the county level or the comprehensive government department, I will be given priority in promotion under the same conditions.

4. For primary school teachers who are part-time multidisciplinary or transferred to other disciplines, their majors are cross-identified with the declared disciplines and teacher qualification teaching disciplines, and all part-time disciplines or transferred disciplines are equally identified, and their performance is equally considered.

5. Open classes in rural teachers' teaching requirements, regardless of the level, are treated equally inside and outside the school.

6. In the requirements of rural teachers' teaching and scientific research work, publishing papers is only a reference condition, and there is no rigid requirement.

7. Establish a long-term mechanism for the evaluation and employment of rural teachers' professional titles. From rural school teachers to non-rural teachers, those who have been evaluated for less than 5 years should be re-evaluated.

8. Secondary teachers have been teaching in rural schools for 30 consecutive years, less than 5 years away from the statutory retirement age at the end of the year, and have served in their current posts for nearly 5 years, and through the annual assessment, the professional and technical qualifications of primary teachers can be directly recognized. If there are no vacancies, the original posts of those who have obtained the first-class teacher's professional and technical qualifications can be adjusted and set as the tenth-class professional and technical posts, and employment can be arranged. After people quit, their positions will be adjusted and restored.

9. Cancel the requirements for rural teachers' foreign language and computer application ability.

(3) Define the scope

Counties (cities, districts) should carefully study and analyze the scope of rural schools in the region according to the actual situation and the adjustment of township divisions.
