Determine the implementation plan of primary and secondary school teachers' qualification reform
Since the implementation of the pilot reform of teacher qualification examination system in primary and secondary schools (including kindergartens, the same below), good results have been achieved, which has played an important role in improving the training quality of normal students, strictly controlling the entrance of teachers and improving the overall quality of teachers. Reform, promote the employment of normal students, combined with the actual situation of normal education, we now make the following plan on the reform of primary and secondary school teachers' qualifications for education graduate students and normal students who are exempt from taking the national primary and secondary school teachers' qualification examination (hereinafter referred to as the exemption reform).
I. Objectives and tasks
Deepen the field of education? Simplify administration and decentralization, strengthen supervision and improve services? Reform, standardize the construction of normal majors, establish an evaluation system of normal students' educational and teaching ability, improve the level of normal students' educational and teaching ability, and improve the training quality of normal professionals; Guide high-level comprehensive colleges to hold teacher education, increase investment, integrate resources, and improve the quality of teachers. At the same time, improve the teacher qualification system, promote the employment of normal students, promote the reform of exemption from examination, let truly happy, suitable and good at teaching talents enter the teacher reserve army, and strive to cultivate high-quality professional and innovative teachers satisfied by the party and the people.
Second, the reform content
(1) Define the scope of test-free appraisal.
Colleges and universities that recruit postgraduates of master's degree in education and normal students at public expense can participate in the reform of exemption certification from 20021. Colleges and universities that implement the reform of exemption from examination should be classified according to the training objectives, and their postgraduate students of education and normal students at public expense should be evaluated for their educational and teaching ability. Graduates of 202 1 and above who have passed the examination may be exempted from taking part or all of the subjects in the national primary and secondary school teacher qualification examination according to the results of the examination of education and teaching ability.
The graduate students in education referred to in this scheme refer to graduate students with professional degree in education (professional code 040 1), graduate students in education (professional code 045 1) and graduate students in international education in China (professional code 0453).
The publicly-funded normal students referred to in this scheme refer to the normal students who signed an agreement with the training school and the education administrative department before entering school and enjoyed the national or local public education policy for normal students.
(2) Strengthening the construction of teachers' majors.
Colleges and universities that implement the reform of exemption certification should strengthen the professional construction of teachers, and the professional training plan of teachers should meet the requirements of teacher education curriculum standards, and integrate the national primary and secondary school teacher qualification examination standards and outlines into daily teaching, academic examinations and related training.
(C) the establishment of teacher education teaching ability evaluation system
Institutions of higher learning that implement the reform of exemption certification should establish an assessment system for normal students' educational and teaching ability, including the assessment of training process and the test of normal students' professional ability, according to the Standards for Teachers' Professional Ability (issued separately).
1. Strengthen training process evaluation. According to the standard of teachers' professional competence for normal students, the focus is on assessing teachers' ideological and moral status and professional ethics, academic achievements in teachers' education courses, completion of educational practice for not less than one semester, professional competence and skills training (including completion of free online teacher education training courses recommended by the Ministry of Education).
2. Unified organization of teachers' professional ability test for normal students. Colleges and universities that implement the reform of exemption certification should, according to the talent training objectives of their major, the requirements of teachers' professional competence standards for normal students, the national standards and teaching syllabus for primary and secondary school teachers' qualification examinations, and refer to the subjects of national primary and secondary school teachers' qualification examinations, determine the teaching sections and subjects of teachers' professional competence tests for normal students, unify the proposition, and uniformly carry out the professional competence tests for teachers of master of education and normal students at public expense in our school, so as to reasonably control the passing rate of assessment. The proposition group of teachers' professional ability test for normal students should include teachers' education experts inside and outside the school, first-line primary and secondary school teachers and principals.
3. Establish and improve the evaluation mechanism of education and teaching ability. Colleges and universities that implement the reform of exemption certification should set up a leading group for the assessment of education and teaching ability, and scientifically formulate the assessment methods for the education and teaching ability of normal students in our school.
(four) classification to determine the teaching section and teaching subjects.
1. Pedagogical postgraduates and public-funded normal students who are trained for kindergarten and primary school teachers (attachment 1) participate in the evaluation of education and teaching ability organized by the school itself. Those who pass the examination shall apply for the qualification of kindergarten and primary school teachers according to the subject of "Professional Ability Test for Teachers in Normal Schools".
2. Take part in the evaluation of the education and teaching ability of the postgraduate students of education and the normal students at public expense, which are organized by the school itself and whose training targets are junior high school teachers, senior high school teachers, secondary vocational school teachers and secondary vocational school teachers (Annex 2). Those who pass the examination shall apply for the qualifications of teachers in junior middle schools, senior middle schools and secondary vocational schools in the corresponding teaching disciplines according to the subjects and training objectives of the professional ability test for teachers of normal students in schools.
3. Should postgraduates and normal students who aim at junior high school teachers, senior high school teachers and secondary vocational school teachers, but whose majors are not clear about their teaching subjects and majors (Annex 2), take an extra test in the assessment of their own education and teaching ability? Subject knowledge and teaching ability? Written test. Among them, subjects who have participated in the national primary and secondary school teacher qualification examination shall participate in the written examination of the national primary and secondary school teacher qualification examination? Subject knowledge and teaching ability? ; If there is no unified examination for the national primary and secondary school teachers' qualification examination, the school will organize and implement a unified proposition in the professional ability test for normal students. If the school's educational and teaching ability is qualified, apply for accreditation and? Subject knowledge and teaching ability? Teachers in junior high schools, senior high schools and secondary vocational schools have the same qualifications.
(five) issued a "teacher professional ability certificate".
Colleges and universities that implement the reform of exemption certification should strictly control the quality of personnel training. For education postgraduates and normal students who have passed the assessment of teaching ability of public education, the principal will issue the professional ability certificate of normal students and affix the official seal of the school. The validity period of teachers' professional competence certificate for normal students is 3 years, including ideological and moral status, teaching years and teaching subjects, and the start and end time of validity. The style is uniformly formulated by the Ministry of Education.
Teachers' professional competence certificate for normal students is the basis for graduate students of education and normal students at public expense to identify teachers' qualifications without examination. The types of teacher qualifications and teaching disciplines recognized without examination should be the same as those in the teachers' professional competence certificate of normal students. Postgraduates of education and normal students at public expense can only get a teacher's professional competence certificate when they study in the same university and at the same educational level. Teachers' professional competence certificate of normal students can only be used once in the validity period. Those who apply for the qualifications of teachers in other subjects and disciplines are not exempt from the examination, and must take the national primary and secondary school teacher qualification examination.
(6) Optimize the procedure for identifying teachers' qualification exemption.
Postgraduates of education and publicly-funded normal students who have obtained the teacher professional competence certificate of normal students apply for the corresponding teacher qualification with their own identity certificate, education certificate, teacher professional competence certificate of normal students, Putonghua proficiency test grade certificate and physical examination certificate, and the identification procedure remains unchanged. Electronic authentication is not required to provide paper originals.
According to the principle of voluntariness, graduate students of education and normal students at public expense can also take the national primary and secondary school teacher qualification examination and apply for the corresponding teacher qualification.
Third, the job requirements
(1) Increase investment and strengthen supervision.
All relevant colleges and universities should increase investment, integrate resources and continuously improve the quality of personnel training. Education administrative departments at all levels should establish a monitoring system for the training quality of normal students, build a database of the teaching situation of normal students, strengthen the monitoring of the training process and results of normal students, and ensure the training quality of normal students. Guide colleges and universities to carry out education and teaching activities and assessment of education and teaching ability in strict accordance with the national primary and secondary school teachers' qualification examination standards and teachers' professional ability standards for normal students, and do a good job in issuing and identifying teachers' professional ability certificates for normal students.
(2) Strict law enforcement and serious accountability.
To expand the scope of exemption appraisal without authorization, to unqualified students or not according to the provisions of the issuance of the "teacher's professional ability certificate", or dereliction of duty in the reform of exemption appraisal, to investigate the responsibility of the main person in charge of the school and relevant personnel, and shall be given disciplinary sanctions; If a crime is constituted, criminal responsibility shall be investigated according to law.
(three) timely report, do a good job of identification.
All relevant colleges and universities should manage according to the principle of territoriality, and report the assessment methods of normal students' educational and teaching ability to the local provincial education administrative department for the record; In the higher education information management platform, timely and accurately maintain the professional information of education graduate students, mark and dynamically maintain the information of public-funded normal students; Timely report the information of education graduate students and public-funded normal students who have obtained the "Teacher Professional Ability Certificate for Normal Students" to the provincial education administrative department. The provincial education administrative departments should review and summarize the information in a timely manner, and report to the guidance center for teacher qualification accreditation of the Ministry of Education (the specific submission method will be notified separately), and do a good job in teacher qualification accreditation. Has been transferred to the administrative examination and approval bureau, it shall promptly notify the relevant departments.
The provincial education administrative departments should clarify the specific working institutions and responsible persons, set up a working group for the reform of primary and secondary school teachers' exemption qualification (Annex 3), and make statistics on the list of colleges and universities that must participate in the reform of primary and secondary school teachers' exemption qualification (Annexes 4 and 5), and submit it to ((jsglc@moe.edu.cn, the Teacher Work Department of the Ministry of Education, before June 30, 2020.
