Since the implementation of the degree system in 198 1 in China, except for the period from 1985 to 1992, the degree certificates issued by the degree-granting units to the degree winners are all issued by the undergraduate diploma and the bachelor's degree certificate in one system, and the certificates are designed and printed by universities themselves, and are all formulated and uniformly printed by the the State Council Academic Degrees Committee and the Ministry of Education.

"The unified format and printing of degree certificates correspond to the degree system and the development stage of higher education in China under specific historical conditions." Professor Yuan Bentao, vice president of Tsinghua University Education Research Institute, believes that in the early stage of the implementation of the degree system, the the State Council Academic Degrees Committee and the Ministry of Education formulated the format and uniformly printed the degree certificates, which played a role in standardizing the use of the degree certificates, preventing the abuse and forgery of the degree certificates and ensuring the quality of the degree certificates.
