Local people's governments at or above the county level may, according to local actual conditions and needs, determine family education guidance institutions through various ways and means. At the same time, Article 36 stipulates that "natural persons, legal persons and unincorporated organizations may establish non-profit family education service institutions according to law".
"Local people's governments at or above the county level and relevant departments shall organize the establishment of professional teams for family education guidance services, strengthen the training of professionals, and encourage social workers and volunteers to participate in family education guidance services".
Article 7 stipulates that "the people's governments at or above the county level shall formulate special plans for family education, incorporate family education guidance services into the urban and rural public service system and the catalogue of government-purchased services, include relevant funds in the fiscal budget, and encourage and support the provision of family education guidance by means of government-purchased services".
