In 2008, we focused on the following work:
First, create a new situation in the industry around becoming bigger and stronger.
The association gives full play to its functions, constantly innovates working ideas and means, and promotes and supports accounting firms to become bigger and stronger.
(A) to promote the internal governance of accounting firms constantly standardized and scientific.
Standardized and scientific internal governance mechanism is the guarantee to improve professional service ability, quality control ability, risk management ability and market competitiveness, and it is the inevitable choice to make accounting firms bigger and stronger.
Hold a lecture on the new labor contract law. In April, well-known experts in the province were invited to hold a special lecture on the Labor Contract Law to help accounting firms deepen their understanding and mastery of the provisions of the Labor Contract Law, improve their understanding of the importance, necessity and urgency of implementing the Labor Contract Law, and lay a theoretical foundation for protecting workers' rights and interests, preventing labor disputes and avoiding labor disputes.
Carry out special research on internal governance of the industry. From June to August, we conducted a special investigation on internal governance in some accounting firms in Hefei, Maanshan, Anqing, Chaohu and Xuancheng by holding symposiums, questionnaires and field research, so as to understand the current situation and demand of internal management in the industry and provide reference and first-hand information for writing internal governance texts.
Hold a seminar on internal governance of accounting firms. In August, a symposium on internal governance of accounting firms was organized, and Mr. Chen Yonghong, the chairman and chief accountant of a well-known domestic firm, was invited to introduce the internal governance mechanism and cultural construction of international accounting firms and discuss the development direction of the firm and the industry. The main principals of the top 30 accounting firms in the province and some chief accountants of Feifei Accounting Firm attended the forum, and everyone exchanged and discussed with Mr. Chen Yonghong on the internal governance and industry development of the firm. The seminar was a complete success and achieved the expected results.
Organize the preparation of internal governance reference texts. Since August, the Association has organized industry veterans to learn reference texts on internal governance of accounting firms, including personnel management system, business quality control system and business operation rules. At present, the first draft has been published, and we will release it after further discussion, research and improvement for the reference of members in the province. This will play a certain role in regulating the internal governance of accounting firms in the province.
(2) Give play to the role of special committees.
The "Fifth Congress" put forward the requirements of establishing and perfecting the Trade Commission and giving full play to its role. Over the past year, the association has held three meetings of special committees to study and solve related problems respectively. In February, the first meeting of the Self-discipline Committee was held to study the problems left over from the practice quality inspection in 2007, and to make self-discipline and disciplinary decisions on accounting firms and personnel with problems; Discussed the Law of Certified Public Accountants (Amendment) drafted by the Ministry of Finance (draft for comments); This paper studies the implementation of Several Opinions on Supporting Accounting Firms to Expand Service Exports issued by the Ministry of Commerce, the Ministry of Public Security and the Ministry of Finance. In August, the second meeting of the Self-discipline Committee was held to consider the proposal put forward by the Secretariat to promote the construction of the internal governance mechanism of accounting firms in the province; This paper studies the problems existing in people's letter investigation and quality inspection. The proposed disciplinary matters of three accounting firms and seven certified public accountants were reviewed, and the self-disciplinary disciplinary decisions were made for the accounting firms and certified public accountants with problems according to the Measures for Disciplinary Actions of Members of China Institute of Certified Public Accountants. In February, 65438, the third meeting of the Self-discipline Committee was held to study and revise three documents, including the Disciplinary Measures for Members of China Institute of Certified Public Accountants. At the same time, a joint meeting of the Self-discipline Committee and the Professional Technical Advisory Committee was held to study and discuss the first draft of the Reference Text on Internal Governance of Accounting Firms formulated by the Association.
The practice over the past year has proved that the special committee has played an active role in strengthening the self-discipline management of the industry and guiding and serving the healthy and stable development of the industry in the whole province.
(three) the implementation of anti-counterfeiting label management, improve the practice environment.
In order to prevent criminals from passing off accounting firms and certified public accountants to issue reports and standardize the market order of certified public accountants, the Provincial Department of Finance and the Provincial Administration for Industry and Commerce jointly issued a document at the end of last year. After the implementation of anti-counterfeiting label management, the capital verification, audit or other verification business report issued by the accounting firm in our province must be pasted with the anti-counterfeiting label uniformly produced by the AICPA. After the firm receives the anti-counterfeiting mark, the Association will input the received anti-counterfeiting mark number segment into the anti-counterfeiting mark database in time, and accounting firms, industrial and commercial departments or other users of forensic business reports can make public inquiries on the website of the Association and the enterprise registration website of the Provincial Administration for Industry and Commerce. Since the implementation of anti-counterfeiting label management, only complaints 1 piece of authentication business reports from counterfeit accounting firms have been received, and the anti-counterfeiting management has achieved remarkable results. At the same time, the quality of the abnormal situation found in the daily management of anti-counterfeiting marks is inspected in a targeted manner, which is highly targeted and improves efficiency.
(four) actively recommend accounting firms to participate in the identification of high-tech enterprises.
At the beginning of the year, the Ministry of Finance, State Taxation Administration of The People's Republic of China and the Ministry of Science and Technology jointly issued a document, explicitly requiring intermediaries (accounting firms) to participate in the identification of high-tech enterprises, which is an opportunity for accounting firms to expand their business fields and become bigger and stronger. After receiving the documents, the Association acted quickly, carefully and comprehensively screened the accounting firms in the province according to the requirements of the documents for intermediaries, and recommended 109 qualified accounting firms to the Provincial Science and Technology Department, which ensured the successful identification of high-tech enterprises in our province and expanded the business of accounting firms.
Second, strengthen the talent strategy and improve the quality of the industry team.
The quality of talents in CPA industry is a key factor affecting the development of the industry. Human resources are the first resource, and the talent strategy of the industry is related to the future of the industry.

The national unified examination for certified public accountants is the first level for the majority of candidates to join the industry team. In line with the purpose of "serving candidates and serving exams", on the eve of registration, the examination announcements and registration brochures were issued in time through the media such as television and the Internet, and the municipal examination offices also made use of local newspapers, television, radio and other media to announce the registration conditions, registration time, registration place and contact information of the CPA examination to the public, and made every effort to do a good job in the publicity of the examination registration. At the same time, relevant institutions continue to carry out online pre-test counseling. Before the examination, the provincial Kaoban and the municipal Kaoban signed the Letter of Responsibility for the Implementation of the National Unified Examination for Certified Public Accountants, and the municipal Kaoban also signed the Letter of Responsibility for the Examination for Certified Public Accountants with each test center to clarify their respective responsibilities. This year, we strengthened the patrol work of the CPA examination, specially hired the discipline inspection and supervision personnel of various cities as the special patrol personnel of the provincial examination office, and conducted induction training for them, requiring them to strengthen the supervision over the work of keeping the examination papers confidential, training invigilators, and handling the early exit of candidates, and accompanied the patrol throughout to ensure that the examination work was foolproof.
The actual number of applicants in our province this year is 19630, which is 155 1 person more than last year, and the total number of applicants is 40997. The number of certified public accountants has increased for three consecutive years.

Since the beginning of this year, we have carefully sorted out the information of member units or individuals who have been punished by the association's administrative punishment and self-discipline, entered it into the integrity file management database one by one, and published it on the intranet.
Due to the business needs entrusted by the relevant management departments, the association issued certificates of no bad records for 16 certified public accountants and 24 accounting firms throughout the year. Institutions and personnel who have had bad practice records shall not issue integrity certificates to truthfully prove that they have bad records. We also provide inquiry and certification services for the transfer of certified public accountants. By strengthening the management of industry integrity information, we have adhered to the bottom line of industry ethics.
(3) Optimize the training mode and improve the practical ability.
Strengthening the talent strategy, training is the most important, and building a high-quality professional team is the starting point and the end result of training. In 2008, we improved the training methods, contents and means. Increasing investment, purchasing equipment and implementing distance education (video) in an all-round way fully embodies its characteristics and advantages of abundant teachers, high efficiency and good effect. While completing the training content stipulated by the AICPA, we also jointly held a seminar for chief accountants with AICPA in the form of "Please come in and go out". In May, a seminar was held jointly with Jiangxi Institute of Certified Public Accountants in Hefei. At the meeting, Ms. Shi Rui, the chief partner of Chicago Mubeck Certified Public Accountants, was invited to give a report. She elaborated on the internal governance of American accounting firms, audit risk control, communication and business development between enterprise consulting services and customers, the present situation of American small and medium-sized enterprises seeking foreign cooperation and the business opportunities that will be brought to China enterprises. In September, the chief accountant of our province was organized to hold a seminar in Xi 'an, and had in-depth exchanges and discussions with his counterparts in Shaanxi Province. In addition, experts were invited to teach the new Labor Contract Law to certified public accountants and to interact with some chief accountants on the personnel management of the firm. In the whole year, CPAs were organized to participate in 6 distance education training courses organized by AICPA, and 6 face-to-face classes were organized by AICPA, with a total of 2,530 people. While expanding the training carrier and content, we should investigate in time, grasp the new situation, formulate new measures, respond to new changes, train new knowledge, and comprehensively improve the professional ability of the industry team.

In 2008, on the basis of consolidating the achievements of the activities of "efficiency construction, work style construction and job training", according to the unified deployment and requirements of the Provincial Department of Finance, based on the industry and combined with the reality, the Association earnestly carried out the activities of "Standardized Management Year". After propaganda and mobilization, making plans, organizing implementation and strict assessment, the activities have achieved remarkable results.
(A) standardize the management of annual inspection of certified public accountants
In order not to increase the burden of accounting firms, in the process of standardizing the annual inspection management of the industry, we carefully designed the annual inspection procedures, improved the annual inspection methods, reduced the annual inspection links, simplified the annual inspection procedures, and accelerated the annual inspection progress, which was welcomed by members. In this year, there were 1956 certified public accountants who should attend the annual inspection, 1 person who passed the annual inspection, and 25 people who failed the annual inspection were deregistered. At work, we make use of the website of the Association to disclose the whole process of annual inspection to the public in time, including the requirements of annual inspection, the formulation and download of forms, the submission and supervision of materials and so on. The final annual inspection results are also met with the public online and accepted by the public. On April 14, the annual inspection results were published on the website and Anhui Daily, and the information of the top 30 accounting firms in our province in 2007 was also released at the same time.
(2) Standardize the management of industry registration.
First of all, we cleaned up the original registration management documents and forms on the association website, redesigned the latest forms according to the new situation, and established a "form download area" for members to download and use. The number of visitors to this page has now reached 683,865,438+0. We also draw the management of non-practicing members, the management of certified public accountants, and the transfer of employees from different places in the form of flowcharts, and publish them online, so that members and employees can see our work at a glance from the charts, simplify and standardize the procedures and facilitate members. Through standardized inspection, a joint force of supervision has been formed, the supervision of the CPA industry has been strengthened, the phenomenon of repeated inspection of the financial system has been effectively avoided, the practice behavior of accounting firms and certified public accountants has been further standardized, and social public interests have been safeguarded.

In recent years, there have been some irregularities in the national unified examination for certified public accountants, which have had a negative impact on the examination work. In order to prevent this phenomenon, we take the opportunity of developing standardized management year to take measures to further standardize examination management. Second, in accordance with the requirements of the specification, the teaching materials should be compiled and printed in a unified way to facilitate students' discussion between classes and improve teaching efficiency. Third, strict management, strict assessment, to ensure the effectiveness of training. Fourth, give full play to the role of the network, establish a database, dynamically track the status of the whole industry participating in follow-up education, and remind members to arrange training time reasonably. In 2009, China will implement a new CPA examination system. The new system stipulates that the CPA examination is divided into two levels: professional stage and comprehensive stage. There will be six subjects in the professional stage examination. Candidates can only take the "comprehensive test" exam in the second comprehensive stage if they pass the first-level exam subjects. In order to make a good connection between the old and new examination systems and ensure a smooth transition between them, the existing examination system will continue to be implemented for one year in 2009. In the face of this major reform of China's CPA examination system, the Provincial Institute of Certified Public Accountants will attach great importance to it, plan ahead and make plans to ensure the smooth implementation of the new examination system in our province.
Two, continue to do a good job in continuing education in the industry.
In 2009, we will focus on professional ethics and legal responsibilities, especially the key points and difficulties in the new accounting standards and new auditing standards.
