Notice of the State Education Commission, the Ministry of Health and state administration of traditional chinese medicine on Printing and Distributing the Interim Provisions on the Management of Clinical Teaching Bases in General Medical Colleges and Universities Chapter I General Provisions Article 1 These Interim Provisions are formulated for the purpose of building and managing various clinical teaching bases. Article 2 Clinical teaching bases are divided into three types: affiliated hospitals, teaching hospitals and practice hospitals. Article 3 It is the duty and obligation of all kinds of medical units at all levels to undertake certain teaching tasks. Chapter II Affiliated Hospitals Article 4 Affiliated hospitals of medical colleges (hereinafter referred to as "affiliated hospitals") are part of the school. Undertaking clinical teaching is one of the basic tasks of affiliated hospitals. The establishment, scale, structure and working level of affiliated hospitals are one of the important bases for evaluating the running conditions of medical colleges. Article 5 The main teaching tasks of affiliated hospitals are clinical theory teaching, clinical probation, clinical practice and graduation practice. Article 6 The basic requirements of affiliated hospitals are:

1. Comprehensive affiliated hospitals should have more than 500 beds (Chinese medicine hospitals should have more than 300 beds), and the department settings should be complete, of which the internal and external (including orthopedics and traumatology of traditional Chinese medicine), women and children beds should account for more than 70% of the total beds. Stomatological hospitals should have more than 80 beds and 100 dental chairs.

2. Physicians with bachelor's degree or college degree account for more than 95% of the total number of physicians, among which doctors with full and deputy senior titles account for more than 25%.

3 should have the necessary clinical teaching environment and teaching building area, including teaching consulting room, classroom, demonstration classroom, student duty room, student dormitory and canteen.

According to the national hospital classification standard, the affiliated hospitals of undergraduate colleges should reach Grade III A, and the affiliated hospitals of junior colleges should reach Grade II A or above. Article 7 The total number of beds in affiliated hospitals shall not be less than the ratio of the number of students to the number of beds 1: 0.5.

The medical and health establishment of affiliated hospitals is allocated according to the ratio of the number of beds to the number of employees 1: 1.7. The school allocates the teaching establishment of affiliated hospitals according to the ratio of staff to students 1: 6-7. Eighth affiliated hospitals should ensure the needs of teaching diseases, and each ward (area) of internal, external, women and children should have 2-4 teaching beds to treat patients with diseases that need teaching; On the premise of not affecting the hospitalization of critically ill patients, we should adjust the diseases in the ward as much as possible to accommodate more patients suitable for teaching. Chapter III Teaching Hospitals Article 9 Teaching hospitals in medical colleges and universities (hereinafter referred to as "teaching hospitals") refer to general hospitals or specialized hospitals of localities, departments, industries, mines, and the armed forces registered by the Ministry of Health, state administration of traditional chinese medicine, and the State Education Commission, and have established a stable teaching cooperation relationship with medical colleges and universities, and undertake some tasks such as clinical theory teaching, clinical probation, clinical internship, and graduation internship in medical colleges and universities. Article 10 The basic conditions of a teaching hospital are:

1. Comprehensive teaching hospitals should have more than 500 beds (Chinese medicine hospitals should have more than 300 beds), complete internal, external, gynaecological and paediatric departments and medical departments that can meet the teaching needs. Specialized teaching hospitals should have beds, equipment and corresponding medical departments to meet the teaching needs.

2. There is a strong team of part-time teachers, and doctors with undergraduate and junior college degrees account for more than 70% of the total number of doctors. There are academic leaders and a certain number of technical backbones who meet the teaching needs, have good medical ethics and high academic level, including those who undertake the theoretical teaching tasks of clinical courses and have the level equivalent to that of lecturers or above, those who directly guide the chief resident or attending physician of clinical probation, and those who directly guide graduate students' internship.

According to the national hospital classification standard, teaching hospitals should reach the level of tertiary hospitals. Article 11 Teachers in teaching hospitals should be competent in clinical teaching, guiding practice, conducting teaching rounds, revising medical records written by students, organizing discussion and evaluation of medical records, and carrying out teaching methods and medical education research in combination with clinical teaching. Chapter IV Practice Hospital Article 12 The practice hospital of medical colleges and universities (hereinafter referred to as the practice hospital) is an important base for students' clinical practice, clinical practice, graduation practice and medical and health education.

Practice hospital is a local, departmental, industrial, mining and military hospital that has established a stable teaching cooperation relationship with medical colleges through school-hospital agreement and undertakes the tasks of clinical practice, clinical practice and graduation practice for some students in medical colleges.

The internship hospital shall be filed by the school with the competent department of the school and the competent department of the hospital. Thirteenth practice hospitals should meet the following basic conditions:

1. Comprehensive practice hospitals should generally have internal medicine, external medicine, obstetrics and pediatrics, and medical departments that can meet various practical needs. Specialized practice hospitals should have beds, equipment and corresponding medical departments necessary to adapt to students' practice.

2. There is a strong health technical team, a certain number of technical backbones to meet the teaching needs, and it can be guaranteed that more than residents can directly guide the graduation practice. Senior doctors should not undertake clinical teaching tasks.
