Fifth, strictly regulate the number and subjects of exams. Article 6 Strictly control all kinds of competitions. Without the approval of the provincial education administrative department, no school may organize students to participate in various competitions without authorization, and may not "promote competitions" or "sell any materials and other commodities on a commission basis"; It is strictly forbidden for any unit or individual to organize students to participate in any business celebration, opening ceremony and other activities.
Seventh, strictly guarantee students' physical exercise time. In addition to ensuring that the daily exercises between classes and eye exercises are carried out normally and fully, students' daily physical exercise time should not be less than 1 hour after class.
Eighth, strictly regulate students' books. According to the catalogue of primary and secondary school textbooks published by the Provincial Department of Education every year, the municipal basic education management department decides to order textbooks with reference to the opinions of the county-level basic education management department; Once the teaching materials are used, they shall not be changed at will for a period of time without the approval of the provincial basic education management department, and shall not write or organize students to buy teaching books outside the book catalogue. Ninth strictly implement the enrollment plan. The enrollment plan of the model high school should be allocated to the junior high schools in the region according to a certain proportion.
Tenth, strictly regulate the enrollment methods. In the compulsory education stage, public schools and private schools entrusted by local governments to undertake compulsory education tasks adhere to the principle of admission to the nearest school without examination, and may not be linked to kindergartens or preschool classes, and may not recruit students who choose schools; In the compulsory education stage, cross-regional enrollment, private schools adhere to the principle of free entrance; Schools in all compulsory education stages shall not organize any entrance examinations, and shall not take students' awards, competitions and achievements as the basis for admission; Compulsory education enrollment exceeds the enrollment plan, in accordance with the "super enrollment, full enrollment" approach to admission. Ordinary high schools recruit new students by combining the results of junior high school graduation examinations with comprehensive quality evaluation, and it is strictly forbidden to organize any other entrance examinations. No school is allowed to compete for students by promising to reduce or reward relevant fees and other improper means, not to pay relevant fees to the units or individuals where students work to attract students, not to hold or participate in holding training courses and training institutions, and not to use other intermediaries and training institutions to recruit students in violation of regulations in disguise.
Eleventh strictly regulate the enrollment areas. In the compulsory education stage, public schools are admitted to the nearest school without examination, and the enrollment area is designated by the administrative department of education. Public ordinary high schools shall be designated by the administrative department of education within its jurisdiction. Cross-regional enrollment of private schools to develop enrollment plans, clear cross-regional enrollment scope, with the consent of the school's local education administrative department for examination and approval, the applicant's source of education administrative department for examination and approval, in accordance with the arrangements of the source of education administrative department for enrollment; Cross-county by the county-level administrative department of education audit, cross-city by the municipal administrative department of education audit access; After the list of admitted students is submitted to the education administrative department of the place of origin for examination and approval, the education administrative department where the school is located shall handle the admission procedures in a unified manner.
Twelfth strictly regulate the behavior of course arrangement. All schools should implement balanced class teaching and control the class size according to regulations. Fourteenth strictly regulate the "prestigious schools run private schools". Anyone who cannot achieve "four independences" must stop enrolling students in private high schools.
Fifteenth strictly regulate the behavior of making up classes. In order to meet the requirement of advancing the time of the college entrance examination, the third grade can complete the teaching task in the winter and summer vacations of no more than one month, but it needs the consent of the students and their parents; Other grades are not allowed to organize students to make up lessons during holidays, winter and summer vacations; Schools can make up for the delayed class hours by setting up test sites such as college entrance examination, self-study examination, adult examination and academic level examination during the semester, but no fees shall be charged. Sixteenth strictly regulate the teaching behavior of teachers. It is strictly forbidden for in-service teachers to make up lessons with compensation and tutor families with compensation. On-the-job teachers are not allowed to accept students' paid remedial classes, tutoring and homework, and are not allowed to dine or board at home. Ordinary high schools should strictly implement the "three limits" policy when recruiting students who choose schools.
Eighteenth strictly regulate the management of student status. It is not allowed to hang up students' status and recruit students without status. City (state) and county (city, district) education administrative departments shall formulate corresponding management measures according to the Compulsory Education Law and local conditions.
Nineteenth strictly regulate the evaluation criteria. Education administrative departments at all levels shall not issue entrance examination indicators to schools, queue schools, teachers and students according to students' grades, and take the enrollment rate as the standard for evaluating, rewarding and punishing schools and teachers.
Twentieth strictly regulate the use of mobile phones and other communication tools in schools. In the compulsory education stage, if students need to wear mobile phones, in principle, parents should apply to the school and file with the school. It is forbidden for primary and secondary school students to use mobile communication tools such as mobile phones and PHS in teaching buildings, classrooms, reading rooms, libraries and other places during study hours.
Twenty-first to develop incentive measures to standardize school-running behavior.
