I. Guiding ideology

Second, the enrollment method

1. Adhere to the nearest school according to the teaching area and provide a public degree for every school-age child.

In principle, compulsory education schools in urban areas will continue to recruit students according to the teaching area announced in 20 10 (tinghu district, Yandu District and Development Zone will be transferred to the school teaching area of Chengnan New District unchanged). Compulsory education schools completed after 20 10 enroll students according to the teaching areas announced by each district. The teaching area of the newly-built compulsory education school this year is divided by the education administrative department of the district where the newly-built school is located, announced to the public, and reported to the Municipal Education Bureau for the record to ensure that every school-age child and teenager is provided with a public degree.

School-age children and adolescents with permanent residence in the teaching area (in principle, they should have the same household registration as the legal guardian), and if their legal guardian's household registration, house ownership certificate and actual permanent residence are consistent, they are students who meet the admission requirements in the teaching area. The deadline for the identification of valid documents is before July 3 this year1. This year's enrollment of primary schools in urban areas began on July 25th. Some schools with large scale, heavy task of adjusting and enriching educational resources, and complicated work of identifying students' enrollment qualifications in teaching areas may be appropriately advanced after their enrollment is approved by the Municipal Education Bureau. Freshmen entering the first grade of urban primary schools this year must be children born before August 3, 2008, and it is strictly forbidden to recruit school-age children to receive compulsory education. Children who have finished kindergarten classes but have not yet reached primary school age can go back to their original kindergartens to continue their studies.

Junior high school enrollment begins in August 1 and is divided into two stages: the first stage (August1-August 10), enrolling students from the teaching area; In the second stage (August1May-August 26th), Yancheng Junior High School Education Group, Yancheng Yulong Road Experimental School (formerly No.1 Junior High School) and Yancheng Jiefang Road Experimental School Education Group arranged an enrollment plan for 800 students. It is the unshirkable responsibility of education departments and schools for children of non-urban hukou and migrant workers to receive nine-year compulsory education in the inflow areas. In order to ensure the smooth progress of enrollment and further consolidate the achievements of implementing the "five strictness" provisions in our province, all relevant schools should do a good job in public opinion propaganda in an organized and planned way, publicize enrollment policies, methods and steps to school-age children and parents in a timely manner, and strive for understanding, support and cooperation from all sides.

Under the unified leadership of the municipal government, establish a coordination mechanism for enrollment of urban compulsory education schools composed of education, publicity, public security, real estate, letters and visits, planning, construction, district education administrative departments and related schools to coordinate and solve related problems in enrollment. The municipal and district education administrative departments shall, in accordance with the principle of "who is in charge, who is responsible, who approves and who manages", be specifically responsible and cooperate with each other to do a good job in the enrollment guidance, coordination and supervision of their schools.
