I. Guiding ideology

Strictly implement the Compulsory Education Law of People's Republic of China (PRC) and the Measures of Jiangsu Province for Implementing the Compulsory Education Law of People's Republic of China (PRC). Second, the enrollment method

1. Adhere to the nearest school according to the teaching area and provide a public degree for every school-age child.

In principle, compulsory education schools in urban areas will continue to recruit students according to the teaching area announced in 20 10 (tinghu district, Yandu District and Development Zone will be transferred to the school teaching area of Chengnan New District unchanged). Compulsory education schools completed after 20 10 enroll students according to the teaching areas announced by each district. The teaching area of the newly-built compulsory education school this year is divided by the education administrative department of the district where the newly-built school is located, announced to the public, and reported to the Municipal Education Bureau for the record to ensure that every school-age child and teenager is provided with a public degree.

School-age children and adolescents with permanent residence in the teaching area (in principle, they should have the same household registration as the legal guardian), and if their legal guardian's household registration, house ownership certificate and actual permanent residence are consistent, they are students who meet the admission requirements in the teaching area. The deadline for the identification of valid documents is before July 3 this year1. Primary schools and junior high schools in urban areas should ensure that every student who meets the entrance requirements of the teaching area can enroll, and enrollment across teaching areas is not allowed.

This year's enrollment of primary schools in urban areas began on July 25th. Some schools with large scale, heavy task of adjusting and enriching educational resources, and complicated work of identifying students' enrollment qualifications in teaching areas may be appropriately advanced after their enrollment is approved by the Municipal Education Bureau. Freshmen entering the first grade of urban primary schools this year must be children born before August 3, 2008, and it is strictly forbidden to recruit school-age children to receive compulsory education. Children who have finished kindergarten classes but have not yet reached primary school age can go back to their original kindergartens to continue their studies.

Junior high school enrollment begins in August 1 and is divided into two stages: the first stage (August1-August 10), enrolling students from the teaching area; In the second stage (August1May-August 26th), Yancheng Junior High School Education Group, Yancheng Yulong Road Experimental School (formerly No.1 Junior High School) and Yancheng Jiefang Road Experimental School Education Group arranged an enrollment plan for 800 students. According to the principles of openness, fairness and fairness, independent testing and computer allocation were adopted to recruit primary school graduates and register in towns outside the teaching area. Before the graduates leave school, all primary schools in the urban area should fill in the Registration Form of Basic Information of Primary School Graduates, and attach relevant supporting materials (copy of household registration book, house ownership certificate and other materials should be checked with the original), and report to the Municipal Education Bureau before June 30.

Primary schools and junior high schools in urban areas should investigate the qualifications of school-age children and adolescents in their own districts one by one, and publicize the verification results in a timely manner (the publicity time is one week) and accept social supervision. After the publicity, primary schools and junior high schools should report to the local municipal and district education administrative departments the actual enrollment list and enrollment number of students who meet the admission conditions in this teaching area, and timely issue the Notice of Admission of Compulsory Education Freshmen after filing.

2. Do a good job in compulsory education for non-urban school-age children and children of migrant workers.

It is the unshirkable responsibility of education departments and schools for children of non-urban hukou and migrant workers to receive nine-year compulsory education in the inflow areas. According to the principle of "focusing on the public schools in the inflow areas" and the provisions of Article 11 of the Measures for Implementing the Compulsory Education Law of People's Republic of China (PRC) Province in Jiangsu Province, if school-age children of floating population receive compulsory education at their place of residence, their parents or other guardians shall apply to the district education authorities at their place of residence with employment certificates (including business licenses), and the residence certificates and corresponding identification certificates of school-age children and adolescents shall be arranged by the municipal and district education authorities to the compulsory education stage according to their respective management scope. If the children of foreign investors need to bring salt, in principle, the education department in charge of investment projects is responsible for coordinating and implementing it.

Graduates of urban hukou primary schools studying in other places will return to the urban areas to attend junior high schools this year. On July 28 -30, they will take two photos with the same edition, a primary school diploma and a primary school diploma (stamped with the seal of the education administrative department), a copy of the original household registration book and a copy of the original guardian's house ownership certificate to the primary and secondary school enrollment office of the Municipal Education Bureau (located in Wenfeng Middle School Campus) for enrollment registration.

3. Pay attention to the enrollment of children of house expropriation households and relocated households.

The school gives a realistic identification of the time, address and personnel of the house expropriation and relocation within the teaching area, and earnestly does a good job in the enrollment of the children of the house expropriation and relocation households according to the relevant provisions of the municipal government on the management of urban house demolition.

4. Do a good job in the placement of school-age disabled children.

Attach great importance to and seriously solve the problem of enrolling children with special needs. Urban primary schools should mobilize parents to send children with severe hearing loss and mental retardation to health and medical institutions at or above the county level for disability identification. After testing, children who are identified as deaf and dumb at or above the second level shall apply by the school and be placed in Yancheng School for the Deaf and Dumb with the coordination of Yandu District Education Bureau. For children with moderate mental retardation, the school applies, and the Education Bureau of Baoting Lake District coordinates the placement in Yancheng Qizhi School. Children with mild hearing loss and mental retardation who can adapt to regular classes are arranged to attend schools in the teaching area, and no school may refuse to accept them. The work of blind children in urban areas is coordinated by the Municipal Education Bureau. Children with moderate or severe physical disability, intellectual disability, autism, cerebral palsy and multiple disabilities will be placed in Renai Primary School (in the Education and Rehabilitation Center for Disabled Children in the city) by the municipal and district education authorities in conjunction with the Municipal Disabled Persons' Federation.

5. Private schools independently set up in urban areas implement independent enrollment according to relevant regulations.

The enrollment of private schools in the compulsory education stage set up independently in urban areas is subject to independent registration and exemption from examinations.

Third, organize and lead.

The enrollment of compulsory education schools in cities and towns is a hot work involving a wide range and attracting wide attention from all walks of life. In order to ensure the smooth progress of enrollment and further consolidate the achievements of implementing the "five strictness" provisions in our province, all relevant schools should do a good job in public opinion propaganda in an organized and planned way, publicize enrollment policies, methods and steps to school-age children and parents in a timely manner, and strive for understanding, support and cooperation from all sides.

Under the unified leadership of the municipal government, establish a coordination mechanism for enrollment of urban compulsory education schools composed of education, publicity, public security, real estate, letters and visits, planning, construction, district education administrative departments and related schools to coordinate and solve related problems in enrollment. The municipal and district education administrative departments shall, in accordance with the principle of "who is in charge, who is responsible, who approves and who manages", be specifically responsible and cooperate with each other to do a good job in the enrollment guidance, coordination and supervision of their schools. All primary and secondary schools should strictly establish and improve the self-restraint mechanism, abide by the enrollment discipline, increase the transparency of enrollment work, and accept supervision from all walks of life. In the compulsory education stage, schools are not allowed to set up key classes in various names, divide fast and slow classes, enroll students in violation of regulations, and charge fees in violation of regulations. It is necessary to strictly implement the enrollment work reporting system, strictly implement the enrollment responsibility system and accountability system, and severely punish schools and personnel who violate enrollment policies and disciplines.
